Parker, vice-president of the flrt National bank at Baker City. This is the second proceeding to be instigated against Parker recently, the first being some months ago, when a federal jury found him guilty of per jury over a piece of land In eastern Oregon, which Parker' affirmed un der oath, was not mineral land.
