Salem, Jan. 30. The Oregon-Idaho
Development congress, attended by a
large delegation from the Interior,
Coos Bay and Idaho, concluded Its
program today, by adopting resolu
tions thanking the legislature for
prompt action In renewing the appro
priation for the locks and canal at
Oregon City. The principal action of
the congress was a motion for an
amendment to the constitution for a
state-aided railroad, providing com
missions of citizens In Oregon and
Mon of the two states to old In con
structing a railroad from Boise across
Central Oregon to Coos Bay.
