state.
"To those who voted for me from
choice I feel peculiarly grateful, and
to thowe who voted for me because
you, under an express bu.t voluntary
pledge to vntn for the people's choice.
I want to say to you that you have
shown a magnlflcenexampte of deter
mination to obey the people's will
without regard to party ties. Oregon
leads the way In legislation to secure
the right which their representatives
in conjtress have denied them. ' It can
not be said the law under which I was
elected Is either republican or a dem
ocratic measure. It was adopted by
the people In the state with an over
whelming republican majority.' It has
come to stay, as I will stand shoulder
to shoulder In the senate with the
men.of all parties for carrying out the
broader policies which the president
has stood for, and that go to make for
a stronger nation and a richer state.
I think you remember, while Oregon
was 'represented In the senate by one
republican and one democrat, the larg
est appropriation ever secured at any
one time was made for the Improve
ment of the Columbia river. Notwith
standing the whole delegation In con
gress Is republican now, Oregon Is not
receiving arty appropriation for the
Improvement of rivers and harbors. I
promise my best efforts to assist In the
Improvement of waterways In Oregon.
"I agree with the democrats and the
republicans alike, who feel there
should be a revision of the tariff. It
would be Improper for me at this time
to make an extended address. I sim
ply repont was was said before in
public addresses: That, though a
democrat, adhering to Its fundamental
principles, I place the principle above
party; my country and my state above
all else and the party ties will rest
lightly on my shoulders, I assure you.
weherever any question arises as to
what Is best for the people, whose ser
vant I am."
' MoIInrg Still nt It.
Ormsby McHarg, the alien who came
to Oregon to defeat Chamberlain, It Is
said today, has prepared typewritten
protests used by certain legislators
when they voted for Chamberlain.
Representatives Bean and Brooks
today Introduced In the house a bill
making It a misdemeanor for candi
dates to subscribe to statement No. 1
The bill was sent to Its second reading.
Bean's bill reads: "It shall be un
lawful for any candidate for office to
take or make any promise pledge In
writing to the people of Oregon, or
district, county, city, town or precinct
from which he shall be a candidate, to
any person or persons, the carrying out
of which shall be contrary to or in vio
lation of the provisions of the constltu
tlon of the United States, or of Ore
gon, or shall b In violation or tne
oath of office to support the constl
tutlon of the United States, or of Ore
gon. Any such person violating the
provisions of this bill shall be guilty
of a misdemeanor, and upon convic
tion thereof, shall be Imprisoned in
the county jail not less thpn six
months, nor more than one year; or
pay a fine of not less $100, nor more
than $500, or both fine and Imprison
ment. Any person convicted under the
