(Ice nearly five years ago, he receipted
for about $108,000. At that time the
suspended proofs and no bottom In
the tangle was reached until last June
wben the government Instituted a new
system of bookkeeping that soon set
things to right. From time to time a
batch of suspended . proofs would be
untangled, and- ihe money paid on
these proofs when application was
made, called for. When the old mesj
was about untangl d, Mr. Roberts no
ticed that somewhere his books did
not balance. He did not know then
nor does he know now where . the
trouble is . This came to his' knowl
edge about 10 days ago. He Immedi
ately deposited from his personal ac
count, more than enough money to
;over 'what he believed was the maxi
mum shortage, and hurried to Port
land weighted down with worry. . On
he witness Btand In the Kolhagan case
he sustained a severe grilling. This,
added to the weight on his mind, and
almost sick with worry, he, went to the
department and asked for an inspector
to ascertain the shortage. He came
back to La Grande still a nervous
wreck, mentally and physically, and
when he gave additional study to the
books that were mixed, his mind was
jumble. He was ordered to rest and
Is today spending his time in a room
it the Hotel Foley, worrying at the
publicity given a matter which the
public thus far believes was Inten
tional. In an Interview last evening
he said that he would rather be be
hind a pie counter than suffer the hu
miliation heaped upon him now. "I
have lived a moderate life," said he.
"I have not been drinking, but I am
sick from worry now. But I am get
ting better. I will be down at the of-
'Ice in a couple of days. I want it es-
ecially set out that I have thousadns
f dollars to cover the shortage, and
hat my relatives have not at this
time come to my rescue. , I don't
mow how much the shortage 1c, but
do know that at this time It Is about
1800. It was originally $1500, but we
have since found about $600. I may
locate the other, and then again they
mav find additional shortage. I do
lot see how it is possible for the sum
otai to reach $5000.
Handled Much Money.'
"I handled nearly a quarter million
lollars not $1,250,000 yearly. In
transacting that volume of business It
may be possible that tiny errors would
iccur at Intervals. This Is the only
ivay I can account for It."

At a minute to 12, the gaze of the
crowd centered upon the door at the
right of the speaker's stand, they were
looking for "Uncle Joe." At the first
glimpse of his familiar countenance,
members and spectators Joined In a
big demonstration. The speaker
mounted the steps to his throne. He
seized the gavel and held it aloft men
acingly. No attention being paid to this
warning to be quiet, he ' hammered
vigorously and the house reluctantly
came to order.
Dr. Henry Coudert, the blind chap
lain of the house, offered prayer,
after which the speaker ordered a roll
call, a proceeding that required nearly
half an hour. Members elected to fill
vacancies In the house were next
sworn In. They were: O. G. Foelker,
New York; H. A. Barnhart, Indiana;
F. E. GuernseyMaine; J. P. Swasey,
Maine; Albert Estoplnal, Louisiana;
S. N. Dent. Alabama, and Ben W. Mar
tin, South Dakota.
Announcement was then made of
the deaths, since the last session, of
Representatives C. T. Dunewell, re
publican. New York; W. E. Parker,
republican, South Dakota; Elewellyn
Powers, republican. Maine, and A. A.
Wiley, democrat, Alabama.
A brles resolution In memory of
each of them was adopted, and In fur
ther respect, the house adjourned un
til tomorrow afternoon.
