Shippers of La Grande should bear
In bind. In connection with the recent
ruling as to writing the address on all
freight shipments In full and without
signs, that non-compliance with thjls
requirement will mean an Increase In
rates. In other words, a consignment
of freight destined to Portland, and
hearing only the Initials of the party
to whom addressed, will be shipped
safely, but at the rate of the class next
above IL This ruling took effect some
time ago. but haa not been very widely
explained. Shippers should bear the
rule In mind and avoid paying higher
rates than necessary.

Notice Is' hereby- given that on
Tuesday, the 24th day of November.
1908, a special election will .be held
of the voters of the City of La Grande,
t'nlon county. Oregon, and that the
polls will. be open from the hour of 9
'clock a. m., until the hour of five
'clock p. m., of said day.
Said election is called by order of
the Council of the City of La Grande
for the purpose of proposing and sub
mitting to the people of the City of
La Grande the approval and adoption
of certain amendments to the charter
of the -city of La Grande as shown by
the proposed charter heretofore ap
oroved by the council of the City of
la Orande bv ordinance No. S. Ser
ies 1908. and filed with, and in the
office of the recorder of the city of
La Grande, on the. 10th day of Sep
