Property Not Sold for Less Than Taxes; Advertise Certificates of Sale.
Section 69. All property subject to levy upon execution la subject to

ter, whether the same be exempt from execution or not Provided, that prop
;rty shall not be sold for less than the tax or assessment assessed against it;

warrant shall strike the same off to the City for said amount, or return the
ame delinquent, as may be directed by the Council. The Recorder may there

erty. .And the Recorder shall once each year, until the City obtains a deed,

Section 70. For the purpose of the assessment and collection of road taxes

Section 71. The City of La Grande shall not be bound by any contract,
r in any way liable thereon, unless the same, is authorized by ordinance, and
nade in writing and by order of the Council and signed by the Mayor and
Recorder. But an ordinance may 'authorize any officer or agent of the City,
laming him, to bind the City without a-eontract In writing for the payment
f any sum of money not to exceed Two Hundred and Fifty ($250.00) Dollars.
, - Appropriation of Money.
; Section 72. No money shall be drawn from the treasury except In pur
suance of an appropriation for that purpose made by the Council at a regular
neetlng thereof and on a warrant signed by the Mayor and Recorder.
Limit of Taxation and Fiscal Year.
Section 73. The fiscal year of this City shall commence on th . i

Section 74. No member of the Council or other officer of the City shall

Style of Ordinance; Enacting Clause. "y
Section 75. The style of every ordinance shall be: "The City of La Grande
Iocs ordain as follows:" and all warrants Issued by the Recorder by the virtue
f the provisions of this Charter, or of any ordinance, shall run in the name of
the City of La Grande, Union County. Oregon, and no ordinance shall take
ffect until published by printing In a newspaper, or posting (it three conspicu
ous places in the City, and until some date specified In the ordinance; mo
lded an ordinance passed over a veto may have Its date changed .
City IileenHCs; Exempt From County Tax.
- Section 76. No person paying a license to the City of La Grande in order
j carry on'a business or vocation within the City limits for wlhch license is
equlred by this Charter, or by any ordinance, shall be required to pay a
tcense to the County authorities of Union County for the same purpose; pro
Ided that when a bond Is required to be given to the County for obtaining
ny license, such bond In amount and manner must be given to the City of
.a Grande; and, provided further, that peddlers' licenses shall not' exempt
ne from obtaining County licenses when peddling both within and without
he City.-
Official Undertaking.
Section 77. The Council shall by ordinance fix the amount of the offlcin!
ndertaklng of each and every officer of the City or other person who miy be
equlred by this Charter or by ordinance to execute and file an official undef
aking; provided that there be not less than two sureties or an approved in
demnity bonding company upon each and every undertaking.
Public Statement.
Section 78. It shall be the duty of the Mayor and the Council of the Clljr
f La Grande to cause to be published in some newspaper publlsned in said
:lty, semi-annually, statements of the financial condition of said City, show
ng the amounts received and disbursed in each six months; such statement
o be verified by the certificate of the City Recorder.
Tills Charter Competent as Evidence.
Section 79. This Charter shall bo deemed a public Charter and may be
ead as evidence without proof, and Judicial notice will be taken thereot In
all Courts and places.
- Limitations of Contracts and Franchisee.
Section 80. The Council shall not authorize' the making of any contract
or a continuous service for a longer period of time than three years, but a
-ontract f6r the fulfillment of a specific act or the payment of a debt shall be
imited not to exceeding twenty years. No franchise shall be granted for a
ionger period than twenty-five years.
Liabilities of Indebtedness.
Section 81. The liabilities heretofore Incurred by the existing municipal
orporatlon of the City of La Grande evidenced by the bonds of said corpora
Ion heretofore issued, and particularly the bonded Indebtedness of said cor
oratlon amounting In the aggregate to the sum of 125,000.00, commonly
cnown as the City Hall bonds, and the bonded Indebtedness of said corporation
mounting In the aggregate to the sum of $60,000.00, commonly known as the
Water Works bonds, are hereby assumed by and shall become and be the
liabilities of the City of La Grande as incorporated, organized and existing
under and by virtue of this Charter, does hereby ratify and approve and adopt

tpart as a separate fund, to be known and designated as the Beaver Creek
Pipe Line fund, and to be used to construct and install a 'gravity system of
ater works supplying the City of La Grande with water for public purposes
ind the Inhabitants thereof with water for househpld. and domestic purposes,
md for all expenses heretofore Incurred by the City of La Grande In connec
tion therewith.
Except as provided by this Section or otherwise authorlxed by this Char
ter, the Indebtedness of the City of La Grande shall never exceed in the aggre
gate Fifty Thousand (150,000.00) Dollars, but the taxpayers of the City of La
Oliande may at any time, by vote at any election held for the said purpose,
tuthorlze an additional bonded Indebtedness for increasing or Improving the
water supply of said City, constructing and maintaining sewers, streets, plants
for lighting the City by electricity and gas. or for any of tho said purposes
for other public improvements, and for refunding the bonds above mentioned,
or any thereof; provided, however, that the City of La Grande shall not have
power to Issue its bonds for any purpose or to Incur any Indebtedness whereby
the aggregate indebtedness of the City, In addition to that above specified.
will exceed ten per cent of the taxable property within the city, such taxable
property to be ascertained from the last preceding a eessment made for Coun
ty and State purposes.
Outstanding Warraui.
Section 82." The Council Is empowered by this Charter to refund the
outstanding warrants against the general fund by Issuing time warrants paya
ble at stated times In the future, the rate of Interent not to exceed six per
cent per annum, or as much less as the Council shall determine.
Prohibited From IftMuing Warrants In Exccsm of Revenue.
Section 83. The Council, during any fiscal year, shall not losue warrants
against any fund of the city In excess of the revenues that may be collected
In any particular fund during any such fiscal year; provided, that warrants
may be Issued at any time not exceeding the limit of floating indebtedness as
Section 85. The incumbents In the office of Mayor, Treasurer, Recorder
and Chief of Police. Councllmen and all appointive officer of the City of La
Grande, who shall be In office, when this Charter shall take effect, shall hold
their respective offices until the end of the terms for which they were respect
ively elected or appointed, and until their respective successors shall have
been elected or appointed and qualified.
. First Election of Officers; Annual Meeting of Council.
Section 86. It Is hereby provided that the first election under this Char
ter for the election of Mayor. Treasurer. Chief of Police. Recorder and one
Councilman from each Ward shall be on the second Monday In March, A. D.
1909, and the first annual meeting of the Council under this Charter shall be
held on the third Monday In March. A. D. 1909. when officers elected shall
qualify and assume their respeotlve duties under this Charter, and they Bhall
( hold their respective offices until January 2. 1910. and until their successors

O'Neal In Here to Conduct Popular
Excursion to Wallowa Town.
Wallowa, the new town on the rail
road nap, Vlll be the mecca for many
tomorrow morning, though the exact
number cannot, of course, be ascer
tained at this time. Jack O'Neal, the
genial passenger agent for the O. R.
& X, is in the city and will have di
rect supervision of tho excursion,
which leaves here tomorrow morning
at 7 o'clock sharp, for the town of
Wallowa. Lunches are being prepared
today and tin cup sales have never
been equalled in a single day. It Is
imperative that the excursionists bring
their cups, as otherwise they may not
be able to partake of the aromlo cof
fee, which the entertaining cltlxens of
Wallowa offer free to everybody.
The train leaves promptly on sched
ule time and tickets should be secured
to avoid tho rush. The train will
penetrate some of the most rugged
scenery In Oregon, and many pl
of note and beauty will bo passed. Th
cost of the round trip ticket is reason
able and It Is hard to Imagine a mora
delightful way in which to spend Sun
day. There Is some honor In being on
of the first to ride Into Wallowa coun
ty on the first passenger train, snd
the officials look for about 400 to be
able to make that statement tomorrow.
