tor left Washington, D. C, Monday

der, according to a. Portland paper.
Already the senator has outline the
role he Is to play in the political

As soon as possible, Senator Bourne
will secure active workers In every
county In the state to take up the or
ganization of Taft clubs and stir up
sentiment favorable to the republican
nominees. Whether Bourne will co
operate with the Btate committee or
be permitted to act with th? commit
tee Is a matter for speculation. At all
events, ' whatever expense Is incurred
by the senator In -boosting for Taft
and trying to Increase the republican
majority in Oregon will be defrayed
from his own personal bank account,

Washington, Sept. 9. That the Pan
ama canal, one of the greatest engi
neering projects of modern times, will
be dedicated by a president whose
front name is William, now appears
probable. Reports received at the war
department in the last few weeks
show constantly. Increasing speed and
efficiency In "the construction of the
big dhch, and It Is far from Impopsl
ble that the' canal will be so far fin
Ished four years hence that vessels
can use It.
If the hopes of the war department
officials meet fulfillment, the next
president will have the honor of ded
icating the canal, and his name will
thus become Inseparably connected
with the gigantic project. Not In re
cent years has such fame been thrust
upon a chief executive of the nation,
and in the contest between Mr. Taft
and Mr. Bryan thus assumes added
significance.
In any advent, the canal question Is
no longer In politics, and whether the
next administration Is headed by Taft
or Bryan, the work will be pushed
with all possible energy. Under the
army engineers, the work Is going
forward regardless of season or
weather. Every report received from
Colonel Qoethals brings a smile to the
face of General Luke E. Wright, the
new head of the war department,
since it bears news of added speed and
difficulties conquered.
The July report of excavation Is a
most encouraging one. It establishes
a new record for the rainy season.
The grand total of earth removed was
2.1C8.840 cubic yards, all of which ex
rept 122.884 cubic yards was taken
from the canal prism. This Is 108, 644
cubic yards more than the record for
June end 111,480 yards short of (he
highest dry season record, that of
March, 1807, It shows anlncrease of
2,105,115 cubic yards.
This comparison with July of last
ysr shows what tremendous strides
have been made In the matter of ro-
mqvln gdtrt from the-canal prism In
the rainy season. oMreover, the rain
fall of July, this year, was heavy.
The average was 11.14 Inches, as com
pared with 10 Inches In June, the pre
ceding month, and 10.13 Inches in
July, 1907. It would be a strange
thing, In the light of the calculations
that have been made as to the time
required for completion of the canal,
If he administration following that
of Mr. Roosevelt should see the canal
sufficiently finished for traffic. Yet,
It Is not Impossible that this will be
the case, as the most sober-minded of
the canal officials are coming to view
It.

Bill to Be Introduced In Lcahdatiire
Prohibiting Kale In Oregon.
The beglnntng of the year 1909 may
witness the extermination of the sale
of cigarettes in Oregon. Representa
tive-elect Charles McDonald of Mult
nomah county has drafted a bill which
he will introduce at the coming term
of the state legislature, having for Its
purpose the utter extermination of the
cigarette In the Beaver state.
Even substitutes for the "pill" will
be placed under the ban and anyone
caught giving or selling the "mak
ings" will be subject to fine and if the
fine Is not paid then off to prison he or
she, as (he case may be, must go, if
the law Is effected. , ,
Conservative statistics show that
CO0.0O0 cigarettes are smoked daily In
Oregon. The figure may reach 800,-
000 for the (09,000 dally consumption
la based on 40 per cent of the voters
smokers only 10 of the "clgs" a day,
and any cigarette smoker will con
fess that 10 cigarettes Is a niggardly
allowance and should be SO or 80.
Then, again, mors than 40 per cent of
the voters use cigarettes and many
who are not voters are heavy custom
ers. The "makings" sold In this state
in a, week run into several thousand
dollars.
