When "school days" are uppermost
In the. minds of the La Grande stu
dents, those of them who Indulge In
football are bracing, up on the new
rules. Ordinary rooters are also ac
quainting themselves with the new
provisions, that they may be able to
get all the sport possible out of the
games to be played here this season.
The new rules differ but slightly
from the ones In force last" year, and
heretofore the changes have been so
worded that the uninitiated could
make nothing out of them. According
to the bust authorities, the following

the clearest of any yet published In
the northwest: '
Changes In the football rules are
not as many as in previous years, but
they are Important A change in the
forward pass rule which will likely
have a decided bearing on the game
has been made. When a forward pass
Is legally touched only the man of the
passer's side who first, touched It shall
be entitled to recover the ball until
It Is touched by an opponent.
If a forward pass Is thus legally
touched, fumbled and touched by an
other player of the passer's side be
fore the ball Is touched by" an oppo
nent the ball shall go to the opponents
on the sldo where It was Illegally
touched. ' ;
This rule will make It'more danger
ous for the side In possession of the
ball to try a forward pass. If a man
misses the ball It practically means
that the other side will get the pig
skin. The forward pass will, there
fore, probably not be used so extens
ively this season.
While the ball Is In the air for a for
ward prss. players on the defensive
side may use their arms or hands on
opponents except to push them out of
the way In order to get the ball them
selves. Players of the side making
the pass who are Ineligible to reeclve
the pass may use their hands and
arms as In the case of players going
down the field under a kick.
Neither side .may, however, "hold"
or "tackle" an opponrnt who has not
the ball. If the ball Is Illegally touch
ed outside of these provisions, the
penalty provides thnt the ball will go
to thff opponent on the spot where
the pnss was made. ,
Time will be taken out during the
enforcement of penalty for incomplet
ed pass. If a ball on a forward pass
or kick strikes the uprights or the
crossbar of the goal posts the ball
shall be considered as having crossed
the goal line.
In 'rase the ball accidentally strikes
an official the play will be started
over again. A change which appears
to be somewhat uncalled for. is the
lengthening of the intermission be
tween halves from 10 minutes to IS
minutes. The referee irtwar notify the
trsms three minutes before Its expir
ation. Five minutes after this notification
If either team has failed to appear the
ball shall be put in play as first down
by the offended side on the offend
ing side's 10-yard line.
In order to render the rules and
penalties more consistent the rule
which govern the conduct of players
and persons not In the game who
sometime cause fouls are made to
read: "Loss ofll yards, point to be
gained and number of downs to re.
main unchanged." Penalties for fouls
may be refused by the offended sld
except penalties under the forward
pass.
This, however. In cases where the
penalty Includes disqualification, does
not sava the player from being put out
of the game. If a player bat the ball
forward his side loses the pigskin.
This comes under the Jurisdiction of
the umpire and field Judge. The field
Judge also Is the timekeeper In place
of the head linesman. The score of a
forfeited game shall be 1 to 0. Tills
distinguishes It from alt other possi
ble score.
