description of the property until in
quiry Is made at the sheriffs office
and after reference by .the sheriff to
the tax rolls. The present system also
makes It necessary for the Bheriff to
keep two registers on which segrega
tions are made and to run two seta of
serial numbers on his register, and
also two sets on his receipts. -
While the law does not require It, I
think the taxpayers are entitled to no-
tlces showing the description of their
property, which also act as receipts
after payment has been made and the
sheriffs signature affixed to the re
ceipt.
The new system Is briefly this, and
I recommend Its adoption. After the
clerk has balanced part of the tax
roll the sheriff to put on two men at
nights writing receipts In duplicate,
and continue until the roll Is com
pleted. Immediately after the roll
has been completed and the clerk's
warrant attached, these receipts In du
plicate, which also serve as notices.
ers, with printed notations thereon h
red Ink to return same in duplicate
to sheriff when paying: taxes. After
receipts have been returned and pay
ment has been made both the original
and duplicate are given the same ser
ial number, the original signed by the
sheriff and delivered to the taxpayer,
and the duplicate retained and filed
by the sheriff, and the amount entered
In his register under the number co.-.
responding to the one on the receipt.
This does away with the additional
work of sending out the card notlctt
as has been the custom heretofore, and
also with the congestion and confu
sion at the sheriffs office during tax
paying time, and is much more satis
factory to the taxpayers for they got
their receipts Immediately on making
payment. It also does away with one
Bet of receipts and an extra register,
and simplifies matters all around.
As to the relative cost of the pres
ent and proposed systems, I am unable
to state, but it is my judgment thai
the cost will not exceed the present
method.
