Bitting on a salt barrel with a Jack
knife and whittling stick in hand, sat
old Bill Shiftless. He had just sneak
ed away from home and from his hard
working wife, who was doing a big
washing for one of the neighbors on
the back porch cf the home she had
built up by hard work, while Bill
talked politics and spit tobacco Juice
11 over the sidewalk down at the
town postofflce. There wits a small
gathering of boys and men around
Bill. They had simply stopped for a
moment to hear what Bill's latest kick
gainst the existing order of things
was, ami Bill was, as uoutil, kicking.
"Dog-gone It," Bill was saying,
"what's gut into these fellers around
here anyhow? 'Pears to me like these
fellers In this town hev gone stark,
atarln' twin. The fust thing we'll
know they'll be hnvln' them noisy
street cars a-runnln up avid down
these yere streets an' a filler can't
hear hlsself think. Whenever they
do, old Bill's goln' to move, boys; he's
a-goln' to move. I come here to this
town nigh onto 20 years ago from Ar
klnsaw. I come here 'cause the fools
back there In Fort Smith got the idee

It Is the same old story of Shiftless
Bill towns. There are a few of them
left back in the. old states and they
are monuments to that class of men
whom, nature seems to have stamped
with red Ink, Failures.
From those kind of places come at
times a few of the inhabitants and
they settle for a time among progress

spit on the sidewalk, talk about their
neighbors' wives and call the men who
are trying to build up the town, graft
ers, until they see that no one cares
what they say, that men and boys only
laugh at their kicking and then they
move on to pastures new, where they
again .take up the work of stopping

until an all wise Creator calls them
across the dark river and asks them
"what they have done with the SO tal

They haven't the talent or any
thing to show for themthey spent
them for a Jack-knife and fish bait
that they were too lazy to dig. And
then the Lord deals out to them, no
doubt, the punishment due the man
who haa done nothing to Improve the
things or the opportunities placed here
on earth for. man's upbuilding.
Let's keep out of the old BUI Shift
less class; let's take those things na
ture has placed here on earth and
build them up, strengthen them, and
leave to posterity something worth
while.
If we differ with each other, let's
not hate each other.
If we have a stinker In this town,
remomber he Is our stinker and we
rnuat bear- with him.
If our neighbor has trouble, let's
sympathize with him.
If our neighbor does great things
let's praise him for them loudly.
If there is scandal in our town,
let's keep silent tongue.
And "We will all be happy yet, you
bet!"

Chicago, July 16. A battle royal
between a billion dollar combine of
manufacturers and shippers against
the railroads of .the United States is
said to have been declared. The rail
roads are determined to advance the
rates at least "10 per cent all over the
United States. The big shippers said
they have leagued together to fight
the advance and a meeting has been
called iA Chicago on July J 4 to open
the battle. The struggle will be car
ried Into the courts if necessary. ' If
not ended until next winter it may be
continued In the legislatures of the
various states.

fare by conducting a battle from land
by wireless. Over 200 vessels are now
maneuvering In the North sea. en
gaged In a sham battle. The move
ment of every ship is being controlled
by wireless by experts In the admir
alty office In this city. As each ship
changes Its position or is forced on
by the enemy to move, It Is reported
to the naval experts here. They sat
before a map showing the situation at
every minute. Markers moved about
like pieces on a chess board.

watched the monster parade of Elks
today. The streets were thronged long
before the march of the "Best people
on earth" began. The visiting delega
tions wore, purple and white costumes,

lodges, and made line three miles
long.
Floats and plenty of funny stunts
marked the parade at Intervals.
Members of the Los Angeles dele
gation reported that a thief had

last night and had stolen some cash
