WHY THE CHANGE WAR MOF.
A great many inquiries have come
In from citizens wishing to know why
the fire alarm system was changed
from the office of the Pacific States
Telephone company to that of the" In
dependent Telephone company. The
reason is this. The local office of the
Pacific States company was ordered
some time ago from headquarters to
have the alarm system taken away
from the office, and Fire Chief Jones
did the next best thing, and had it
installed at the Independent office.
The service costs the city nothing,
and the only disadvantage at present
arises from the fact that there are not
so many of the Independent 'phones
In use as there are of the Pacific
States.

night from Flora, Wallowa county.

dress on the Fourth of July. Mr.
Ivanhoe enjoyed every minute of his
stay, and says there are no more hos-
pltable people anywhere. The three
lays were one continued festival, and
hundreds of outside people were pres.

showing helr appreciation of the ef
forts of the Flora people.

In spite of the accident on Sunday
evening. In which he was quite badly
hurt, and which might 'easily have
been disastrous. Prof. Hicks, the bal
loonist, made another ascension last
evening which was a complete sue
cess. No air currents were encoun
tired until the balloon had risen to a
height of several thousand feet, and
the bag came down not far from the
starting plncc. Several hundred peo
pie witnessed the ascension.

Rule Today That Present Method
of Staking and Stacking Lumber
Shipments In Open Cars is Just ant
Economical.
Washington, July 7. In a decision
rendered today by the Interstate com
mission It upholds the present regula
tions of rallroa'ds requiring lumber
shippers to stake and pack their own
shipments when forwarding in open
cars, declaring the practice Is econ
omical and not unjust. The decision
grew out of a number of complaints
filed by the National Wholesale Lum
clflo Coast Manufacturers' -association
against several of the largest railroads.
The lumbermen contended the pres
ent regulations are unjust and dis
criminatory. Commissioners , Clerk
and Harlan filed the dissenting opin
ions.
, Harney Late, But Good.
The Pendleton East Oregonlan re
lates the following:
That he season In Harney county
nearly a month behind the usual
order is declared by Dr. M. 8.' Kern,
who has Just returned from a month's
trip to his ranch in that region. But
hlle the season Is late, he says that
the crop outlook Is better In Harney
than on the John Day river or In Ba-
er county, through which he passed
en route.
Harney county and the entire sec
tion of Central Oregon Is now on the
eve of great development. Is believed

He says the outlook for a rallrond

than ever before and that the people
of Harney county are expecting to see
construction work started next spring.
