Pendleton about a month ago, spent
two weeks here, and reported Very;

. James II. Gwlnn, who presented the
ordinance to the council last evening
said in explanation, that It was asked
for as a preliminary step In the work
of getting the capitalists Interested In
this field, and to get them Interested
the citizens must have something to
show and something to offer. He
said the engineer who had been here
had reported favorably.
Monte B. Gwlnn later appeared bo
fore the council and the talk he gave
them was something that made them
sit up and take notice. He explained
that the same people who would even
tually take over the franchise If the
road was built were thp people who
had constructed the line from Boise to
Caldwell and of which he had been
one of the early promoters, and was
still a stockholder. So favorable had
been the report of their cnglneor on

the money to put Into the system and
are, I believe, favorable to the Pen
dleton proposition. When they build
a road they build a good one. Just an
good as the O. R. & N. track. We are
not asking for an exclusive franchise.
