night, where) he went to attend the
meeting of (he board, of Tegenta of
the normal , schools of the state.
Though hardly, expected the matter Of
reducing the number of Normals came
up, and it was finally decided, by a
vote of five to four,, to recommend to j
the legislature that the school' at
Dra'ln be done away with. The gov
ernor and Mr. Ayer advocated the re
tention of only two Normals, one in
eastern and one In western Oregon.
The state secretary and Colonel
Hofer argued that all four of the
present schools Khould be maintained;
but with the help of the last named
members of the hoard, Mr. Bragg, Mr.
Maler and Mr. Jewell, were able to
curry their point. One of the most
Important actions of the board of re
gents came as a result of a discussion
of the separate management of the
state university, the Normal schools
and the agricultural college. It was
determined to be the sense of the
meeting that there should be but one
board of control all these Institutions,
this board to consist of five members,
with the state superintendent of
schools a an ex-offldo member. The

The committee of the board are as
follow: On teaching, Bragg. Acker
man and Maler; executive committee,
Ackerman and Hofer course of study,
Ackerman, Jewell and Bragg;' finance.

Council Committee Falls to Report on
Artrftutn Water Project.
, The council held a long session last
night, and discussed many . matters
pertinent to the conduct of city af
fairs. The water committee, which,
a published In The Observer last
evening, held, a meeting yesterday
arternoon, and talked at length with
Mr. Hunt and Mr. West, recommend
ed that the city Is not at present In
position to spend the amount of
money necessary, to carry out either
of the proposals of the above named
gentlemen. Mr;. West had offered to
sink a well 1000 feet In depth at the
reservoir for $10 per foot, and furnish
the casfng himself; or for $4 per foot
and the city furnish the casing; or,
should It prove unnecessary to sink
more than 500 feet, for $3.50 per font,
the well to be not less than 10 Inches

The Observer last evening, conferred
with the above named gentlemen yes
terday afternoon, recommended that
the city at this time Is not In position
to spend sotnuch money on what may
be termed almost a speculative prop
osition, and the petition, upon motion
by Mr. Meyers, was referred back to
the committee. The committee on
the Beaver creek proposition, which
Is now being Investigated by a blp
eastern construction company, will re
port at a subsequent meeting.
The matter of refunding certain
sums due purchasers of licenses was
taken up and after some discussion,
the recorder was ordered to draw
warrants In favor of the following:

F. A. Elackwell. $7; R. Kelley, $15.20;
Charles Anderson, $35; McFarland,
$72.60; Grant Lincoln, $72.50; Rem
illnrd, $98.50; Thorscn. $115; Wade,
$44.50; Fischer, $S6.60; Peter Grant,
$84.50. The licenses of J. C. Smith,
George Coode, Mr. Fnrouharson and
Chris Wright terminated June 30.
Other mutters tere disposed of, but

of very general interest.

The Pastime.
The program for the balance of
the week will certainly please every
body. The story of "The Little Crip
ple" will bring the tenrs, while the
"Colonial Exhibition," showing sports
and customs In Africa, Is certulnly In
teresting. To see huge elephants
shoot the chntes is alone worth going
a long way to see. There nre plcnly
of laughs, too. In "The Vacuum
