A University of Oregon dispatch
says: . .
Since the people of Oregon have
shown by their votes that they are so
heartily In favor of the appropriation
for the state university at ' Eugene,
they may desire to know specifically
how this appropriation of 1121,000 an
nually will be used. For the past
several years the university has been
receiving ah annual appropriation ' of
147,000, which, together with Inciden
tal fees and the interest from the VII
la'rd fund and special appropriations
from time to time, has made up about
7S,000 annually; and for the several
years Just past the varsity lias been
run and was run this year on a 175,
000 basis. The-new annual appropria
tion of $125,000 merges all the spe
cial appropriations into one.
As the university has more than
doubled In attendance In the past two
years, the 'present running basis Is In
n,ff.i.nt - All hiilMtnm and an-
paratua are far too small and too few.
The new library building and the small
cottage for the" women of the univer
sity, both of which are badly needed,
could not be. furnished nor heat'ed
this year, owing to lack of ', funds.
Both these buildings must be furnish
ad at once.' The library, which touches
all departments of the university alike,
needs an annual expenditure of 10;
000 for several years to bring It up to
ven an ordinary standard of efficien
cy. Additional Instructors are need
ed In several of Ihe departments' whose
salaries will 'amount to,' 110,000 oi
115,000 yearly A women's dormitory
and boarding hall mrst be put up at
once. It Is estimated 'this wllUcoet
about 150,000. . ' Another building U
needed for class,-laboratory and reci
tation purposes which will cost about
175,000, . add the power - and ' water
plant, WhtcH tias 'been greatly over
taxed this last year. Will take 110,000
or 115,000 to meet the demands upon
it for heating, Irrigating and fire pro
tection. The campus should be en
large also, for it Is now too small and
crowded. The land which borders It
and which the university considers
buying as soon as funds are available,
Is growing In value every year, 'and
buying It now will mean saving con

These Improvements .will cost from
1111,004 to 1150,000, enough to ab
sorb the amount . above the annual
running expense for several years.
"When the state legislature passed the
1115,000 appropriation this ' year, .of
course It did not make any special
appropriation and when the 1121,000
was held up by the referendum the
university was forced, ss It were, to
run an 110.000 business on 155,000.
This could only be done by cutting
down expenses wherever possible, and
for three months last tall no mcmbe:

of the financial stringency and can

three rails would Indicate tha the
