Hood River County
This bill Is submitted under the inl-'
tlatlve for the following, among other
reasons:
A county Is a public corporation and
It is apparent that section 1 of article
XI, of the constitution of Oregon as
amended, reserves to the people the
right to create a county by Initiative
vote.
There is no general law for the cre
ation of counties now, and no one
knows when. If ever, there will be one.
The facts as to area, population and
assessed valuation show that we are
able to maintain a county govern
ment Out of a population of about
7600 the desire of a county for the
Hood River country is earnest and
unanimous with the exception of a
small fraction of one per cent We
are assured by leading citizens of The
Dalles, Dufur and other portions of
Wasco county that they have no ob
jections to the creation of Hood River
county as proposed in this bill. More
than 400 residents of The Dalles and
Dufur have signed the petitions ask
ing that this bill be submitted to a
vote at the June election, though 45
names from Dufur were received too
late to be filed with the secretary of
The people of the Hood River coun
try therefore ask favorable considera
tion of the voters of the state upon
this bill, for these, among other rea
sons:

Because as the law stands a county
cannot be created by the legislature;
and, finally.
Because the people of The , Dalles
and the balance of Wasco county are
willing that Hood River county may
be created as provided In this bill
The assessed valuation In the pro
posed Hood RIVer county In 1903 was
1908,568 ;ln 1906 was 11,168,670
showing a gain In valuation from 1903
to 1806 of $710,102, or about 78 per
cent. The valuation In 1907 was 12
762,250: a gain over 1906 of 11,143
880, or about 70 per cent, showing the
proportionate Increase in one year
from 1906 to 1907 to be almost as
great as that In three years from 1903
to 1906.
The proposed Hood River county
has a population of about 7B00; an
area of about 600 square miles; and
20 school houses, seven of which are
graded schools having from two to
eight rooms each and with a 130,000
high school under construction.
There will be left In Wasco county,
after Hood River county is created,
an area of 1646 square miles, a popu
lation og 11,600; and a valuation of
15,457,720. thus leaving It among the
largest and strongest counties or the
state.

Bechgaard, deceased, who made home

M., on the ISth day of July, A. D. 1904.
In which affidavits it Is alleged that
said Christian Bechgaard, died on or
about September, A.- D. 1906, and
that at the, time of his death, he left
ro widow and that the names and res
idence of his heirs are unknown: that
prior to his death he had wholly
abandoned said homestead, and that
neither nor any of the heirs of said
deceased, have, at any time since his
death, resided upon or cultivated any
portion of said land, and that he left
no last will or testament, the said un
known heirs of said Christian Bech
gaard ftre hereby notified to appear,
respond and offer evidence touching
the said allegations at 10 o'clock a. m.
on 25th day of June, A. D. 1908, be
fore the register and receiver at the
Grande, Oregon.
