wana walla la thinking seriously
-of adopting the commission method of
government, as the charter which ex
lsts In that city Is entirely inadequate
; to meet conditions. , The commission
iorm or government had Its rise in
nlMtnB T. h.n that nttv
practically destroyed by a tidal wave,
and the city realized that something
must be done In the form of a new
. government . that would enable them
t to rebuild their city, and at the same
time eliminate a heavy debt that
would, under ordinary circumstances,
take years to pay off. The govern

that other cities throughout the United

that department, and if there are any
mistakes the people know Just where
to place the blame. A president,
mayor, is also elected, and this pres
ident acts as a sort of head ti the
whole city.' The president is allowed
a vote the same as the commissioners,
but he Is not allowed, a veto power.
' "It Is readily seen that this form of
government tends to have the city
govevned much the same as a large
department store. (When a commis
sioner knows that he Is responsible to
the people for a certain-department
of the city, he is pretty certain to do
his best In making that department a
success. These commissioners are all
paid good salaries, and they do noth
