The govern ment by commission was proposed and tried as an experiment, with the result that other cities throughout the United States have taken it up." ' This form of government consists of a commission of either five or seven members. Each member of the com mission Is elected similar to a com mission at large, the entire city voting on each' mart. This does away with wards, and the successful commis sioner knows that he is the choice of all the people. These commissioners devote their entire attention to this worn, mealing ui jvtui once a uay. W then given a certain department of the city, and he is compelled to look after this department. He Is respon sible for everything that happens in that department, and if there are any mistakes the people know Just where to place the blame. A president, mayor, is also elected, and this pres ident acts as a sort of head ti the whole city.' The president is allowed a vote the same as the commissioners, but he Is not allowed, a veto power. ' "It Is readily seen that this form of government tends to have the city govevned much the same as a large department store. (When a commis sioner knows that he Is responsible to the people for a certain-department of the city, he is pretty certain to do his best In making that department a success.
