to the necessity of some stringent
measures to prevent the Indiscrimin

The same Is true, In a large degree, of

crazed fiends, society Is entitled to

personal liberty.
The police force of every big city
and every smull city, too, for that
matter, should know personally every
Individual citizen, from well kept rec
ords, who owns a gun or pistol.
Every "dope" fiend should also be
registered and kept under police sur
velllance and on the first sign of In
sanity should be confined In an asylum
with other Insane patents.

"Bishops and Divorces": ,
When the bishops come to speak of
divorce, however, they lose something
of their persuasiveness. They refer to
the present facllltly In dissolving the
marriage contract as encouraging
consecutive polygamy." Are they
quite sure that additional restrictions
would not encourage simultaneous po.

Charles Warren Fairbanks, vice
president of the United States, was
born May 11, 1852, in Union county,
O., and received his education at Ohio
Wesleyan university. In his early
career he was engaged In newspaper
work, which he abandoned to study
law and In 1874 he was admitted to
the bar. He removed to Indianapolis
the same year and began the practice
of his profession, In which he was
eminently successful. Though he took
a more or less active Interest in poll
tics for many years, he never held
public office prior to his election to
the United States senate in 1897. Mr.
Fairbanks was re-elected to the sen
ate In 190). In 1898 he was appoint
ed a member of the Joint high com
mission which met In Quebec for the
adjustment of questions between the
United States and Canada. He was
one of the Indiana delegatesat large
to several of the republican national
conventions and was temporary chalr-

1896. In 1904 he was unanimously
nominated for vice-president of the
United States, and was elected on the
ticket with Theodore Roosevelt.
