CALCAREOUS CONCRETIONS, WHITE CALCAREOUS SHELLS, F06SIL
IFEROUS CONCRETIONS, CARBONIFEROUS LIME AND LIME SHALE.
THE FORMATION GENERALLY IS SUCH AS TO GIVE THE LANDS IN
QUESTION A HIGH CHARACTER AS LANDS PECULIAR TO OIL FOR
MATIONS ON THE PACIFIC COAST.
THE SANDSTONE STRATA IS IMPREGNATED AND STAINED
WITH DEP03ITS WHICH WOULD RESULT FROM SUCH SOURCE.

of Initiative ami Referendum.
The Blue Mountain grange of thl
county has taken a commendable
stand relative to the Initiative and
referendum. ' At the last regular
meeting of that order, the following
resolutions were unanimously adopt
ed: Whereas, We regard the Initiative
and referendum aa a reserve power to
be used with discretion; and,
' Whereas, Wo would regard It seri
ous to lose the Initiative and referen
dum, and we regard It dangerous to
retain It In its present form. '
For, It is munised: (1) Many meas
ures are Initiated, measures affecting
local or private Interests and concern
ing which the general public Is not In
formed, and Is not directly Interested.
.. (2) Constitutional amendments are
frequently made to hang uncertainly
over the people, amendments threat
ening the business stability of the state
and creating a feeling of uncertainty
as to business relations and condi
tions; and x
Whereas, We believe adequate rem
edy would be found In making more
difficult for such Initiative and refer
endum action to be enacted Into law;

', Resolved by Blue Mountain grange
No. 845,' That we urge the State
Grange of Oregon to take action to
amend the Initiative and referendum
amendment to the constitution of Ore
gon along the following lines;
lv Any measure, not a constitution
al amendment, referred to the people
by Initiative petition shall take effect
and become the law when It is ratified
(Instead of by a majority of the votes
cast thereon) by a majority of all the
votes cast at the election.
2. Any measure referred to the peo
ple by referendum petition shall be
considered rejected and void when re
voked (Instead of by a majority of the
votes cast thereon) by a majority of
all the votes cast at the election.
S. Any constitutional amendment,
whether referred to the people by Ini
tiative petition or by legislative assem
bly, shall take effect and become the
law when ratified (Instead of by. a
majority of the votes cast thereon) by
60 per cent of all the votes cast at
the election, and not otherwise.
