A DEMOCRAT NEVERTHELESS.
' Mr. Chamberlain Is none the less
aemocrai, wnetner in making non
partisan speeches to the voters of the
state, or in making democratic ap
pointmenta to public office, after he
gets most of the people's votes. It
should b remembered, however, that
the office of governor Is executive,
wnue tnat or senator In congress Is
legislative. The governor has no dis
cretion given him In the proper en
forcement of the laws or In perform
ing his statutory duty; the senator la
given wide discretion; he may advo.
cata or. oppose the enactment of cer
tain lesmmion. a aemoerat aa an
executive officer, If an honest public
servant, could enforce the laws as
well as a republican. But It Is diffi
cult to see how a democrat as a legis
lative officer, could be expected to cast
his vote In congress with the republi
can party and for republican policies,
as against the united opposition of his
fellow democrats. But It Is urged that
no difference exists between the real

tnai resident Roosevelt Is both a real j Jury trial over the prisoner
democrat and a pure republican, but
even if this were true, the senator
when elected, will hold his office un
til 1915, and our "George" will no
doubt feel like endorsing every repub-
llcun measure suggested for the next
seven years, in return for republican
votes next June, and a republican In
casting his vote for the democratic
candidate, for senator at the next
election would, of course, expect this
to be done.

Grande, If Individually and collective
ly attended to, are numerous. For
the sake of argument, and It will prove
a fact, the large sums of money that
have been donated by La Grande bus.

lie enterprises will bring addltlonnl
nomeseekers to La Grande. Now It la
one thing to bring prospective home-
seekers to La Grande and Union coun
ty, and it is another thing to keep
them here. The last named difficul
ty would, in a large measure, be over
come If Individuals and the city coun
cil attended to many small details that
alone amount to little, hut enllertlvelv
have ' powerful attraction abilities.
These details are many, but one of the
first to como to mind. Is carefully
numbered houses and conspicuously
placarded street corners. The ac
qualnted residents of the city have no
difficulty In finding their way about
the somewhat twisted streets and ave
nues, but It Is the stranger who smiles
when ho sees a conspicuously named
street corner that correctly and read
ily give him his bearings. .
Another matter Is Individual atten
tion to lawns, fences, attractive flow
er beds and the like. One might go on
to enumerate a score of such matters
that, combined, go to,make a city a
thousand-fold more attractive. The
various city departments are doing
their work with this end in view; let
the Individual aid.
Mayor Lane of Portland righteously
and openly tabooed and condemned
the hasty action of the Portland coun
cil when that body passed resolutions
lauding the work, of the detective
force in landing Martin, the accused
murderer of Nathan Wolff. We have

ELATION WAS IN VAIN.
Enemies of the anti-ury coumy
movement have been much elated of
late when the rumor went out that
the election notices were Incorrectly
gotten out. The liquor business vote
was not Included in the general elec
tion notices that for the past few days
have been posted.
The' elation Is in vain, however, for
the official notices are now in the
hands of the printer. Statutes speci
fy that these notices must be in the
hands of the sheriff for distribution
and posting 20 days prior to the elec
tion and must be posted 12 days be.
fore election.
Why Is it that frequently speakers
who come to Union county to address
an audience, refer to the tribulations
that Union county has once had? The
Issues are dead, why fan them with
repeated reference to them?
The Oregonlan says the undertakers
will be among those who lament the
fact that their business will be hurt If
the "dry" movement carries.

year, and stands for every progressive
principle for which democrats have
been clamoring for years.
Over In Harney county Fulton and
Cake men have burled hatchets and
are solid for Cake.
