One of the boldest pieces of grsftlng
that has been consummated In Union
county for some time, Is now being
"sprung" on the farmers of this val
ley, If statements made by shippers
concerning one F. . Gaines of Uma
tilla county, are correct. According
to the rumors Mr. Gains has several
farmers on his string out about Im
bler. , He has promised these unsus
pecting shippers. It is alleged, that he
will seure a liberal rate reduction,
and in return for ' his services he Is
to secure a certain percentage of the
reduction In most cases SO per cent
, He poses as a servant of the rail
road commission. In The Observer
office last Saturday he asserted that

the railroad commission of . Oregon,
but wanted no press notoriety at this
time. "Later on, perhaps," said he,
"we will have something ' for the
press." , .
When pressed to explain his situa
tion and business, after attempting
several times ' to extract Information
relative to rates, etc; from this office
he answered evasively. t .': ; ;i )
, Mr. Gains Is known' to many people
of this county for he has been here
some time. If his business .Is legiti
mate, then The Observer Is In error,
but if the rumros are true, the man's
business Is anything but straight and
Is not deserving of patronage. If
any one can lower the, rate It is the
duty of the commission,' which Is paid
by the state, and not the duty of a
private Individual to secure the reduc
tions and pocket a portion of the
profit saved to the shippers.
