LOW WAGES IX JAPAN
In his Interesting and Informative
articles on Japan, Frederic J. Haskln
lays bare Industrial conditions which
will be appalling to the well-paid
wage-earners of the United States, as
well as to all persons woh want to see
a continuance of the conditions under
which American worklngmen receive
the best wages paid anywhere upon
the globe.
Mr. Haskln found that thousands
of women were working for seven,
six, five, four and even three cents a
day. Out of a list of 50 different oc
cupations, the Japanese bricklayer
leads with a wage' of SO cents a day;
shoemakers and blacksmiths get 40
cents, while leather workers and
painters average only 35 cents a day.
Common laborers receive only 15
cents for 10 hours' work and carpen
ters' wages average only 40 cents-
day.
Mr. Haskln finds that "one of the
reasons that this tabor Is cheap la
because its productive power is so
small." Conversely, the chief reason
why American labor Is so well paid is
because Its productive power has been
so great. -V
It would be folly for the Intelligent
American wage-earner to disregard
the economic truth here stated. Up
to wont times nmnlxed labor In '
the United States had the sagacity to
see that attempts to increase wages
and reduce the hour's of labor, If they
are to be endurtngly successful, must State, college faculty, has been deslg
be accompanied by a willingness to nated as a representative to the inter-
maintain the high productive charac-1
ter of American brain and muscle,
but In more recent years a tendency
has been discernible In some quarters
to acocmpany demands for higher
wages with a policy of restricting the
output of labor.
If that policy of diminishing the
productlve power -' of the Amerlr-an
wage-earner should become extensive
or general the consequences would be
deplorable. There could be no other
ednlng than a ruinous readjustment of
wage scales. If American labor were
no more productive than labor In Ja- came through the winter In fine
pan, the nation would be brought to shape. Early grass Is reported unusu
the calamity of wage conditions sub- ally good and grass-fattened steers
stamlally the same as In Japan.
The labor agitator who urges well-
paid American wage earners to "sol-
dler" at their work under the danger-
ov.s fallacy that thereby additional
Jolis will be created is even a greater
enemy of American labor than the
