Legislature Now Has No Power to
, Create or Divide Counties.
Rumors that Certain candidates for
the legislature are In favor of county
division, are not only without foun
dation, but If such was the case, the
matter Is entirely without th rm.
inve of the legislature, as section J, of
article XI of the constitution of Ore
gon absolutely prohibits the legisla
ture from creating a county by a law
passed for that purpose..
To show how entirely Improbable
It Is that the legislature will ever pass
a general law on the subject. It Is
only necessary to recall the fact that
Hood r.iver has gone before the peo
ple of the whole state in Its effort to
have Wasco county divided. It is
'herefore parent that any rumor to
the effect that any of the candidates
favor county division are not caused
by any real fear that there Is any dan
ger, but by political purposes alone.

self, the big policemen who guard the

The White House lot Is the center
of the- child . life of Washington, oa
Easter Monday.:'. It is not the only
park to which the little folks resort,
but It Is the center the headquarters
of all the fun.' The president usually
steps out into the rear balcony of the
White House and studies the pretty
picture presented by- thousands of
happy children. And Mrs. Roosevelt
always spends some thne watching the
antics of the egg-rollers. Borne times
the president takes time for a few
words and he never haa so apprecia
tive an audience any wh ire else. For
the little folks can realize to a sur
prising degree that the first man In
the land Is speaking to them and that,
the first lady In the land stand, be
side him smiling upon them.
When the gates, open at o'clock
Monday morning hordes of little chil
dren bearing baskets of eggs of every
shade and hue will be on hand. They
are preparing now for the festival and
will be on plruuand needles much of
the time until the eventful hour rolls
around. No distinction will be made
as to rich or poor, White or black It
will be children's day, and that la all.
Between the hours of 9 and 1 the lit

weary, roll eggs, "pick" . with each
other until their eggs are all broken,
and then be ready to leave, for the fun
