About the first of February, Attor
ney C. R. Eberhard of Joseph, an
nounces his candidacy for Joint rep
reeentative, with the approval and
support of practically all of the lead
ing republicans of Joseph and vicini
ty. A short time ago, another Joseph
candidate entered the field, making
his announcement at another town,
and these two are the only ones be
fore the, republican voters of the dis
trict. Since the district will look to Jos
eph for the candidate, the Herald
proposes "to state In as editorial man
ner where Joseph stands as between
these candidates, and why the Joseph
favorite should be nominated.
The Herald asserts that Mr. Eber
hard Is the favorite her In Joseph
and vicinity, where both candidates
live and are known, by something
like two to one. It Is also a fact that
not one prominent republican In this
vicinity Is openly opposing Eberhard.
Besides these facta, ther are other
reasons why he la entitled to the
nomination:
1. His especial fitness for the po
sition, by reason of his legislative ex
perience and his large acquaintance
ship over the state,.,. . t-
2. His knowledge of the law,
coupled with the fact that he Is a
deep student of legal and public af
fairs. . His frankness with the people
and his expressed willingness to trust
them. "

Mr. Eberhard resided over throe
years at Salem, took the university
law course there, and at the last leg
islature was chief clerk to the Im
portant committee of Judiciary of the
house. He Is acknowledged by all to
be among the ' leading attorneys of
Wallowa county, having three cases
on the civil docket at the last term,
while his opponent had none. Lo
cally, he has 'been entrusted with
every position he would accept, being
school clerk, secretary of the Com
mercial club. Justice, and city re
corder, all of which, eicept the lat
ter, came to hint without any effort
on his part and In a way he could
not decline them.. He was last year
elected city recorder on the law and
order ticket, receiving 0 votes out of
160 .while his opponent, who was
then, as he la now, deputy prosecuting
attorney, received 6 for councilman
on the "open town" ticket ,
Announcement of his candidacy
was made by Mr. Eberhard over a
month before that of his opponent.
He was among the first In the state
to subscribe to statement No. I, and
he went farther and pledged himself
to the people to oppose, (f elected,
useless appropriations, more than
two normal schools and secret raises
of salaries of officials. His oppo
nent's petitions merely commit- htm
to statement No. 1. 4
Finally. If there Is any one thing
that Colon R. Eberhard has a repu
tation for In Joseph and Wallowa
county, it is that of being a lawyer
who Is "straight." To go Into de
tails on this line would but be to
cheapen a reputation now absolutely
unsullied.
In the large vote of Union county
lies the only hope of defeating Eber
hard. We do not think Union county
Is going to go contrary to the wishes
of citizens In the candidate's own
home, but will be guided by them,
and especially so, when Union county
demands and receives the Judge, pros
ecuting attorney nod senator.
FIVE-STORY BUILDING.
How a Dry Town Retards Building in
Eupne. ,
The building of the handsome five
story structure at the corner of Ninth
and Oak street by the local lodge of
Odd Fellows, means much to Eugene,
It will give Eugene the finest building
outside of Portland In the state; but
there Is a sequel to it that Is almost
as good. By an agreement with the
Odd Fellows, the owners of all the
buildings In the same block, as far
as the alley separating the Hulin
building from- Rlsdon block, will ex
tend their buildings clear through to
Park street, a full depth of 114 feet
When Mr. Davles was here, he agreed
to do so. Mr. Rhodes, who owns the
building In which the Eugene Racket
store Is located, will do so, and In fact
all of them. This will give a most
beautiful frontage on Park street and
will necessitate Its being paved In the
near future. The owners of the prop
erty are wise In making this decision
now, as almost every one of the ten
ants are crowded for room and will be
willing to pay more rent to get It.
Moreover, the price of building ma
terial Is now as low as It will be for
some time, and labor also Is very rea
sonable and when the work Is all
done at the same time It will cost
much less. Let the good work go on.
