The now hospital building Is all but
finished, and unless plans miscarry it
will be occupied some time next
week.
Theje has been a slight delay in the
completion of the' building, as there
always Is In giving the finishing
touches to a structure where fixtures
are so numerous as they are in this
instance, but the builders feel confi
dent that the last obstacle has ben
overcome, ami they can soon' have a
creditable home for sick. , ' ' i

its equipment. To properly become
acquainted with the nameless details
that go to make the entire Institution,
from basement to roof. It is necessary
to be guided through the many rooms
and departments by one of the build'
ers. '

- High School Debates.
The Oregon High School Debating
league will hold. Its lnter-dlstrict de
bates next month, says the Oregon
Weekly. The district championships
are all decided with the exception ot
eastern Oregon, where the final con
test between Baker City and The
Dalles has been postponed on account
of the Ulnes of one of the Baker City
debaters. The champion In southern
Oregon Is Grants Pass, whose strong
team has won three unanimous decis
Ions. Lebanon is a close winner in
central Oregon. The Astoria team,
backed by strong local enthusiasm,
leadB the Columbia river district. The
first Inter-dlstrlct debate will be be
tween Grants Pass and Lebanon at
Lebanon on April 17. Grants Pass
will support the affirmative of the
proportional representation question.
Prof. DeCou, who Is In personal su
pervlslon of the entire work, expresses
himself as well satisfied with the
quality of - debating that the high
schools are doing, and especially with
the Intense interest and school patrlo
tism that Is being manifested at the
contests. The winners of the Inter
district debates will hold the final
contest in Vlllard hall as the guests of
the university.

Liquor Is Forbidden. '
Ferdinand C. Inglehard' says of the
"dry territory" In the United States,
tn the April Review of Reviews:
In two-thirds of all the territory of
the United States the saloon has been
abolished by law. Forty years ago
there were 3,500.000 people living tn
territory where the sale of liquor was
prohibited. Now there are 38,000,000
people under prohibitory law. Since
that time the population of the coun
try has scarcely doubled, while the
population In prohibition territory has
Increased tenfold.
There are 20,000,000 people In the
14 southern states, 17,000,000 of whom
are under prohibitory law In some
form. In 1900 there were 18,000,000
under prohibition in the United States;
now there are 36,000,000. . In eight
months statejwlde prohibition has
cleared the saloon from an area' as
great as that of France. . . '
In that area there Is a solid block of
territory 300 miles north and south, by
720 miles east and west, tn which, on
the first day of next January a bird
can fly from the Mississippi to the At
lantic ocean, and from the boundary
of Tennessee to the Gulf of Mexico,
without looking down upon a legalised
could be set down over this space with
out covering It. There would be 10,
000 square miles of "dry" territory
left as a border.
