that the demand for ties has now
reached a point where It threatens to
utterly denude the forests of America.
In part, the report says:
"The number of ties used annually
for renewal and construction purposes
by American railway companies has
been steadily on the increase for a
number of years, and this Increase has
beeng going on at such a rapid rate
that during the last year aome 118,
000,000 ties, more or less, were used
for renewal alone. This enormous
number of ties represents a serious
drain upon the forest resources of the
country. Attention has been called to
the decreasing supply of standing tim
ber by numerous writers for some 15
years or more, and especially so during
the last five years. Warnings have
been Issued from time to time, call
ing attention to the fact that unless
something is done the railroads
would be confronted sooner or later
with a serious problem as to where
they were going to get a supply of
ties. While these warnings nave Deen
increasing in Insistency, very little, if
any heed has been paid them. This
has probably been the case not be
cause the railroad companies did not
realize that there was a rapidly de
creasing supply of timber available for
tie purposes, but Is due to the fact
that In spite of the decreasing supply
no special trouble has been

experienced by any company in getting
the requisite number of ties at fairly
reasonable prices. During the last
year or two, however, this condition
has changed very materially. Prices
of ties have gone up with startling
rapidity and, in many Instances, it
has been almost Impossible to obtain
the necessary number of ties of cer
tain kinds of wood and of a certain
quality, even where the highest prices
were paid for them."
As a remedy for this condition, the
committee suggests a more economical
use of the timber now being used for
tie purposes, the establishment of for
ests by the different railroad com
panies for growing new trees, and the
importation of ties from abroad.
Leading railroad officials from all
over the United States, Canada .and
Mexico are In attendance at the meet
ings, which will last three days. The
sessions are being held at the Audi
torium hotel.

An ordinance authorizing the mayor
and recorder to purchase belting for
operating the pump at the city water
works.
The City of La Grande Does Ordain as
Follows:
Section 1. That, the mayor and re
corder of the city be, and they arc
hereby authorized and empowered to
purchase from the Oraton & Knight
Manufacturing company, 68 feet of lt
lnch double leather belting, first qual
ity, renter stock, which shall be fully
guaranteed by said comzpany to do
the work required of it, at the agreed
price of 12.07 per lineal foot, deliv
ered to the city of La Orande.
Sec. 1. That, Inasmuch as it Is nec
essary to have said belting purchased
at once, and In order to preserve the
safety of the Inhabitants and property
of the city, an emergency Is hereby se
ctored to exist, and this ordinance shall
be In full force and take effect . on
and after the 18th day of March, 108.
