ketball team here last evening, by a
score of SO to 20. For once the Pen
dletonlans admit they were defeated,
and give the game a title of being
clean. As Pendleton has already de
feated the University of Oregon and
many of the high schools of the state,

General Meyer la of the opinion that It
Is prejudicial to the welfare of "Young
America" to employ him as a special
delivery messenger In the postal serv
ice, and has Issued an order to the
effect that whenever a vacancy occurs
in the force of special delivery mes
sengers the position shall not be filled
and clerks shall be employed to effect
special delivery.
Mr. Meyer says that. these messes
ger boys are called upon frequently to
visit low resorts and are often com
pelled to travel long distances late at
night In lonely outlying .sections of
the great cities, falling to make dellv
erles at times through fear or weari
ness. The object of the order Is to
bring about the gradual discontinu
ance of the service of these juvenile
messengers.
Special delivery messengers have
been employed since 1886, and at pres
ent there are 2205 engaged at 189
postofflces with ages as follows:
Eighty-seven, 13 years; 167, 14
years; 318, 16 years; 654, 16 years;
499, 17 years, and 178, 18 years or
more.
At 344 offices substitute clerks and
carriers do the work.
In New York substitute carriers
have delivered all special delivery
matter for a number of years, and in
Boston, substitute carriers are being
used wholly at the main office and at
the larger stations. The postmaster
at Baltimore has reduced the force of
boys gradually for the last three
years and given over the work to the
substitutes, the boys now numbering
only nine. Certain of the large cities,
however, continue using boys exclus
ively. Chicago has 337 boys, Phila
delphia 114, and Pittsburg 73..

Canadian Mining IiwUluto.
Ottawa, Ont., March 4. With a
brief address of welcome by his ex
cellency, the governor general, the
tenth annual general convention of the
Canadian Mining Institute was opened
this morning In tho Russell house. To
day's session was largely devoted to
the transaction of the business affairs
of the Institute. Leading engineers
and mining men will read papers to
morrow and Friday, and the meeting
will close Friday evening with the an
nual dinner. Delegates report a great
development of the mental and min
eral wealth of the dominion during
the last year.
