Spokane, Wash., Feb. 26. (Special.) -Representative business and profes sional men In various parts of the In land Empire of the Pacific Northwest, formerly residents of Russia, are making canvasses for signatures In eastern Washington, northern Idaho, western Montana and northeastern Oregon for presentation to the trustees of the Spokane chamber of commerce urging that organization to use it good offices In an effort toward the revocation by the czar of the sentence imposed by the government upon Gen eral Stoessel as punishment for the surrender of Port Arthur during the Russo-Japanese war. The petition probably will be presented to the board at a meeting early In March, when It Is purposed to begin a cam paign to enlist the Influence of every commercial club and business men's organization In the United States and Canada. George B. Dreshcr, acting secretary of the Spokane chamber of commerce, says that several of the members of the deputation, which called upon him a few days ago, are personally acquainted with Genera Stoessel, and will raise a defense fund If It Is necessary. North Dank Men at Seaside, Though the rumor has often been denied that the' Hill railway Interests have any Intention of building a line from Seaside down the coast to Tilla mook, or $ven farther. It continues to rise at Intervals and will not receive Its quietus, relates a Portland paper. i-oior is lent me story at this time by' the presence In Seaside of a party of North Bank officials, headed by President Francis B. Clarke, of the Spokane, Portland & Seattle road. Among those in the party Sro H, M. Adams, general freight and passetig'i- agent; F. S. Forrest, general superin tendent, and R. H. Jenkins, local pas senger agent. The members of this party el North Bank officials- have been at SeflsltH ' fit least In that vicinity, for several' day'll' What could take these official's id Seaside and hold them tflere for so long a time unless the construction of such a line Is under consideration puz zles those who keep their eyes on the railway map. Other circumstances are said to Indicate that the theory as signed Is tenable. It Is now regarded as very probable all over Wallowa county that. Colun ii. Eberhard will have no opposition for the nomination for representative In this county, and since that office Is always conceded to Wallowa by lnlon, the popular young attorney seems to have almost a "cinch" on the nomina tion.
