board yesterday, and this morning
the Interstate people are vacating
their office In the Security State bank
building and storing their equipment.
The Interstate Co-operative com
pany had Its Inception In Moscow and
opened an office here about three
years ago. The anti-monopoly talk
of the company's representatives made
a "hit" with the farmers and at one
time practically all the rural lines
were connected with the Palousc
switchboard. The city business, how
ever, never exceeded a dozen phones,
and the farmers gradually grew tired
of the llml,"! servlre. In the mean
time the Pacific States people were
busy, and gradually won the rural
.companies over. They have had a
representative at -thin point for more
than three months past, working on
the deal which finally brought all the
rural lines to their switchboard. A
yearly contract is made, the price be
ing $3 u year for each phone. This
gives the owner of the phone free
switching privileges in Palouse or on
any of the eight rural lines.
The centralizing of the bualness Is

men, as It enables them to talk with
any of their farmer customers at any
time from their stores or offices with
out the expense and annoyance of
keeping two 'phones. Spokesman
Review. The Commercial Travelers' Protec
tive association has filed complaint
with the railroad commission against
the Oregon Railroad & Navigation
company, the Southern Pacific com
pany and the Corvallls & Eastern
Railroad company, to secure regula
tion of the mileage tickets.
It Is claimed by the association
that they are only able to secure the
mileage tickets at the full rate of 8
cents per mile; that the railroad com
panies keep the amount of rebate,
payable upon the return of the cov
ers, for a great length of time, and
that the scrip bureau charges a fee
for making the refund. They also
claim that the conductors fail to re
turn the odd cents due from the five
cent coupon, and that many are pre
vented from securing tickets, because
of the provisions which prevents Illit
erate persons from securing them.
In addition to the above the com
plaint recites that much annoyance
Is caused by the rule which compels
the showing of signed Identification
slips when paying fare.
To do away with the first mentioned
evil the association suggests that a
3000-mile ticket be Issued containing
3000 2 H -cent coupons at a flat rate
of $75, "without rebate or drawback."
