Personally Aldrlch thinks the United

fore, the entire flnanoe committee
agreed to a demand for the issue of
emergency notes. A minority favored
United States notes. A majority felt
this would establish a dangerous prec

for temporary purposes, would lead
to ultimate demand for continual en

lief In time of financial stress by al
lowing the national banks , to issue
emergency currency on certain ap
proved securities and guaranteed by
the government, was made today.
It excited widespread Interest be
cause the bill is supposed to have the
best opportunity of passing of a num
ber of bills offered this session. Many
financial crltcs declare the bill affords
no substantial relief. Aldrlch reviews
the situation In an able style.
He reviewed the panic of 1907. It
was not a currency panic n the true
sense of the word, for United States
currency. In. Its character, was beyond
question. The amount of money In
circulation at that and In the hands
of the people, outside the banks'
treasury, was $19.36 per capita, much
large than that held by people of any
other commercial ' country In the
world," except France, where condt
tions are entirely different. -
"Under ordinary conditions the vol
ume of our currency could be fairly
criticised as excessive, and certainly
adequate to meet normal demands.
But there are no provisions for emer
gency which occurs more or less fre
quently in every country, and which
we now see must be provided for,"

What the Hill Provides.
The bill reported by the way an '
means committee pr' . for th'
possible Issue in emyrwiw f w
000,000, the notes to hi tnlcntical In
character. The banks must be re
quired to deposit in the United States
treasury, municipal, state or first
class railroad bonds. ' On state and
municipal bonds they are entitled to
90 per cent in note's; and on ralrloads
75 per cent. At any time within 48
hours, the entire' $500,000,000 can be
put Into the channels of trade and al
lay public excitement.
The bill simply, gives the banks
the right to accomplish by legal meth
ods, that which they felt necessary in
the recent crisis to accomplish by Il
legal means. - i . . (
Aldrlch grew sarcastic, referring to
the objection of the bill's effect on
bank earnings. He said he must con
fess the committee did not try to de
vise plans o Increase them.
"In the recent panic there was I
general -suspension of cash payments
by the banfs." he said. "This Is a vio
latlon of every banking law. But bank
managers should realize that extraor
dlnary forbearance of the people
should not be repeated, for collection
of the past three months were ton
definite to listen to discussion by bank
officers in large cltlis, or whether or
not remedies proposed by conicresi
would result In large additions to thel
dividends."
The bill does not Intend to place e
nremlum on that kind of bank man
agement which proposes to make fl
nanclal disturbances and cllxasti'r n
source of profit. The securities named
would find universal acceptance In
settlement of obligations. .No securi
ties except l'nltd States bonOx would
have better rredlt and standing In fi
nancial circles. As to asserting thai
the government should not exact from
banks a pledge of definite securities
and that It is safe to accept a general
credit assets as security, Aldrlch said
It was sufficient to answer that hanks
don't follow this rule In dealing with
each other. Clearing houses require
