London, Jan. II. What promises
to be a highly Important' and critical
session of the British parliament, the
third under the premiership of Sir
Henry " Campbetl-Bannerman, con
vened today with the customary ob
servances. The Irish question, the
education bill, licensing, old age pen
sions and ths budget demands of the
army and navy are the principal sub
jects likely to come up for considera
tion and debate during the session.
The session was opened by King Ed
ward. In the matter of expenditures for
the army and navy, the economists
and the expansionists have apparent.
ly agreed upon a compromise, which
will result in a retrenchment for the
benefit of this year's budget, but will
Involve a greatly Increased appropria
tion next year. The expansionists are
advocating an Increase of 3,000.000
In the naval estimates, to meet the
German proposals, an additional mil
Hon for the army and a similar in
crease ui tJurs?!"". Involving an in
crease over last year of 10,000,000
pounds or nearly 150,000,000. In
case the expansion plans are carried
out, a further Increase of 25,000,000
pounds, or $125,000,000, will be re
quired next year. If a policy of re
trenchment la decided on this year.

Increased naval expenditures for
1909. The partisan press Is already
raising the cry of the German buga
boo and popular clamor Is taking It
up and raising a formidable agitation
against the government. ,
There Is a wide difference of opin
ion among the naval experts In regard
to the Edgar and Beadlcea types of
cruiser and on many other plans for
strengthening the fleet, and the econ
omists urge this as the principal rea
son for not rushing Into tremendous
mval expenditures until the mooted
questions have' been satisfactorily

Jack Brittain, an employe of the
Grande Ronde Electric company, sus
tained severe Injuries late yesterday
afternoon while lowering a heavy
pulley to the basement of the com
pany's building In this city.
The pulley weighs nearly 800
pounds and Mr. Brittain was attempt
ing to loner It by rolling It down the
stairway. An obstruction ' below
caused htm to leave the object of his
labor at the head of the stairs, while
he went down to remove a cross
learn which was in the way. He had
ilcked up the timber and was In the
act of carrying It away when the pul-

In the matter of legislation, Irish
affairs are, certain to come up for
prolonged consideration. The opposi
tion la threatening' to provoke a de
tailed discussion of the government's
Irish policy. If such a course la de
cided on. It will likely result In many
lively debates, and will place Irish
Secretary Blrnell on the defensive,
with the result that he will probably
be forced to make a definite state
ment of future policy. The younger
Nationalists are willing and eager for
the fray, and If opportunity allows,
will turn loose upon parliament a very
flood of oratory. '
The liquor question has become a
live one In England and It Is proposed
to Introduce an exceedingly drastic
license bill. While the measure does
not meet all the demands of the tem
perance party. It Is sufficiently drastic
as to have aroused the organized op
position of all the' liquor dealers,
brewers and distillers of the king
dom. The liquor Interests are very
puwoiiui in Er.j'onn end they may
depend upon the house of lords re
jecting the bill or emasculating It to
such an extent as to render It void.
The bill, as originally formulated, will
provide for a modified form of local
option after a specified period.
The opening of the session today
was accompanied by all the traditional
pomp and ceremony. King Edward
was accompanied by Queen Alexan
dra, the Prince and Princess of Wales
and other members of the royal fam
ily, and were greeted in the historic
chamber by the usual gathering of
dignitaries. The king and queen will
leave about the first of next month
for their annual spring cruise, the
royal yacht having been ordered In
readiness at that time. The king will
stop at Blanrltz, but the queen will
proceed to Athens to visit her broth
er, the Greek king.

North Powder, jan 29. (Observer
Special.) Depositors In the State
Bank of North Powder, met here yes
terday afternoon to take action rel
ative to the Institution's future. The
present situation was explained by'J.
P. Myers, assignee, and after listen
ing to his explanation, the depositors
agree to leave their shares In the
bank, but to take their value out In
National bank stock.
Mr. Myers further agreed that at
the end of the year he would buy up
their stock and pay them 6 per cent
interest. The bank's capital Is $25.
000, and -shares sold for $100. In 30
days' time the bank will be reorgan
ized as a national Institution.
