"Are dogs property?"
"t'un they be assessed, and if so, at
what rate?"
"If ntwi'RHuble, under what heading
are they to be placed?"
"Are all dogs of the same value,
and should a dog which Is good for
nothing but bark be assessed at the
same figure as a dog which Is good to
chew up assessors or bite the tulls of
eheep?"
These are some of the questions
with which the county assessors of
the state labored in their annual con
vention which Is being held In the of
fice of County Assessor Slglcr In the
city hall, says the Portland Telegram.
For nearly an hour yesterday ufter
nonn the dog question was discussed
In all Its phuscs. Assessor D. B. Mc
Knlght of Linn, opened the discussion
by wanting to know If any of his
brother assessors had "bumped" up
against the proposition of assessing
dogs, and If so, how had they proceed
ed. He was eager for information re
garding the question.
Nearly ever assessor present had an
opinion on the subject. It wus said
that some dogs Were of considerable
value. Some of the sheep dogs on the
ranges were worth 11s high as 50
each, and It was thought that these
dogs should be assessed fur the
price asked for them l,y their owners
Other dogs tvere good for nothing but
to eat meat u, and it was I
thought these should bo assessed I

si me minimum sum.
One assessor remarked that he hud
n man come to him to have his dog as
sessed, as then he could ny his dog
was personal propel 'y and he would
get out of paying a dog license. He
thought It cheaper to do this. s tjm
tax on the nvsessed value of th" dug
would be less than the dog license.
