honors. All of our exchanges are
commenting on probable congresslon

take away the power granted a few
years ago to district attorneys to In
dict and to confine that power to the
grand Juries as was formerly the case,

say that since the conflict with Spain
the menace of war, never a very heavy
one, has been dissipated along the
whole length of the Atlantic coast

year. She has landed an army on
Chinese territory. She has been
drawn Into the vortex of the Far
Eastern question. She has played In
the evolution of that question an ac
tive, often a leading, always a dis
tinctive part. She has formulated
policies and taken a hand In mo
mentous negotiations. She'has defin
itely enrolled the Fur East among the
objects of her diplomatic solicitude.
She has become, In fact, a Far East
ern power herself.
It is possible, therefore, to regard
the new naval urruiigemunt us find
ing their origin and Justification In
fundamental events that long preced
ed the outbreak of the present dis
pute between Japan and America. A
