Fillmore Bennett of Elkhorn, Wis.,

Dennett told the story, which Is given
In Wisconsin In Three Centuries, as
follows:
"It was about time for closing bus
Iness In the evening when J. P. Web
ster. whose melodies have made Wis
consin famous, came into the store
feeling somewhat depressed.
"I said to Webster: 'What is the
matter now?'
"He replied: 'It Is no matter; It will
be all right by and by.'
"The Idea of the hymn came to me
like a flash of sunshine, and I replied:
The sweet by and by. Why would
not that make a good hymn?'
" 'Maybe It would,' he said, Indif
ferently.
"I turned to my desk and penned
the hymn as fast as 1 could write. I
handed It to Mr. Webster. As he read
It his eyes kindled and his whole de
meanor chanced. Stepping to his
desk, he began writing the notes in-
sutntly.
"In a few moments he requested Mr.
Bright to hand him his violin, and ho
played with little hesitation the beau
tiful melody from the notes. A few
moments later he jotted down the
notes for the different parts and the

It Is expected that 20,000 people
will tome to Oreiton during the
months of March and April. This
means the adding of another county
about the size of Union from a popu
lation standpoint. Union county
could easily absorb this entire 20,000
and the 40,000 would be more pros
perous than our present 20,000. While

one county to secure all, it depends

ity of uny one county in the slate to
receive Its Just proportion. This Is es
pecially true of the extreme eastern
portion of the state, as Portland being
the terminus and the leading city In
the state will be the logical destina
tion and the Inland empire must make
sufficient noise to atliact their atten
tion or they will never know that we
ore on the map. For a number of
years-we East Oregoniuns were prone
to call the Willamette valley counties

ting, but no longer. They are now as
aggressive us any portion of the state,
and if they made the claim to being
more ho, It inlKht require considerable
evident of a rebuttal nature to dis
lodge them. Salem, Albany, Eugene
In the Willamette valley; Itoseburg In
the Umpqua. and Grant's Pass, Med
ford and Ashland In Rogue Hiver val
ley have live, wide-awake commercial
bodies that are now preparing for an
active campaign during .March and
April.

IDLE SEASON.
This Is the season of the year when
the charitable Institutions of the large
cities are taxed. The committee of
the Central Federated I'nlon reports )
that there are at present. 180, 000 Idle i
men In New York city. This does not
mean that all or even a small portion
of this number are recipients of char
ity, but It does mean there Is little
opportunity for those without means
and a homo to secure employment
whereby they can support themselves.
We do not have to go so far away
from home. Portland, Seattle. San
Francisco and Los Anelcs have prob
lems of their own. A free soup house
was established In the last named city
a few days ago. Spring work In many

Chain Gang at Walla Walla,
For the first time In the history of
the city, a chain gang graces the
streets, making some effort to reim
burse the city for their keep. The
gang sent out this morning was In
charge of Floyd Havlland and con
sisted of three able-bodied men who
are laying out time In Jail, says the
Walla Walla Statesman.
Heretofore It has been the custom
to allow prisoners to serve out their
time In the county Jail, a dead loss to
the city, which was forced to dig up
for their keep. As a consequence.
Hotel Havlland, ns the county hostelry
Is termed, has In time past, particu
larly In cold weather, become a favor
ite lounging place for those too lazy
to work. Hut under the new system,
It is thought that the desire for cheap
board and lodging will lessen consid
erably and that the hotel keeper will
be a much less worked Individual.
In fact, the news that the chain
gang was going to be sent out has had
a most decided Influence for the good,
there not having been a single arrest
from Friday night up to this noon.
