cent of the voters may propose new leg-
isirtion thru the initiative. The trend' of
times is to get as close to the masses of
voter a possible."

with more pride.
Socialism like the Populist party may
within a few years be a thing of the past
in this state yet who knows but it too
may leave behind it a legacy for the com
ing generation.
It 1 impossible to keep a good man
down very long. When senator La Fol
lette. of Wisconsin first entered the sen
ate, not a few of the "Fourhundred" of
that body noised it about that they would
keep his light smothered for many months
but they did not correctly measure the
ability of their new colleague. Hi exper
ience as governor and legislator in his own
state gave him the neccessary experience
m parlimentary rules to protect his right J will receipt sama for m.
Here it a clincher. It it reported that
Union ha started the report in the Cove
with a view of securing signatures to the
county division petition that tha county
court had ordered a rock crushing plant
and steam road roller and the court has
issued orders that neither can be used
only within a radius of two miles from
La Grande. Such an untruthful atate
need no denial whatever, but does show
wwnat desperate straits the movers of
county division are reduced to secure
signers to their petition.

county desiring to be cut off must first
eec'ure a petition of .not a than aeventy
five per cent of the . voter , within tha
territory to be set apart and fifteen per
cent of the voter of tha balance of tha
county.
. Thi petition to be filed with the county
court who must provide for the submission
of the question of division to the voter
at tha first general election after the films
of aueh petition and if a majority of the
voter of the county so vote for division,
the county is divided.
If the above statement is a correct inter
pretation of the bill there is little question
but what it will and should pass. Ve r
often a county is divided by the legisla
ture without very much reference to the
merits at issue. This is brot about or
made possible thru a fight on organiza
tion or thru eontroling factions. Tni law
leave it to the people interested and if, a
majority, vote for or against division, the
wishe. of the majortiy should bs respected.
