question much easier asked than
answered. Prom a theoretical etand
point as ws anderstand it rates ars not
fixed with reference to the cost of
hauling a ton a singls mils but rather up
on which ths commodity will stand. Whils
to ths uninitiated, at first glance this
seems absurdthinking ths mileage ays-
Urn ths only ons that should bs consid
ered. In tints ws believe the mileage sys
tem will 6s adopted, but If at all it will
be many yeare hence, therefore ths fight
on rates will bs a long ons for ths reason
ths fight will for ths time being, nscsssar-
illy be upon sach classification, put of
all of this agitation will corns much good
and omt harm. President Hill ia a
statement to thepubbs a few days ago,
upon being accused of being ths principal
owner of ths Qrsat Northsrn, replied that
in fact hs only owned ona seventh of ths
stock and ths balance was distributed
among some three thousand others includ
ing several hundred womsn. Here is
whsrs ths harm may result from ths pub
lic agitation, which ia now bei.ig wagsd
and will continue to bs wagsd. Thous
ands in ths sast, who havs found invest
ments in railroad stocks profitable, sines
government invsstigation haa ahown and
ths roads ars being exposed and punished
for violationa of law, may withdraw their
investments. Ths value of their stock
may decline and ths money that waa to
have been invested in new lines snd in
ths development of new territory may not
be forthcoming. Capital may not lend
with so lavish a hand as in former timet.
This may result, for the time being, in the
stagnation of railroad stocks and railroad
development Be that as it may, how
ever, the railroads, like the Standard Oil
Company or ths insurance companies, have
no one ta blame but themselves for con
uubung uieir ousmess in sucn a manner
that it practically requires a revolution to
secure justice in many cases. This quss
tion will be properly adjusted in time.
A few days mors and our law maksrs
will get down to ths passage of bills. Ths
committees ars now orgamzsd and ars
flooded with proposed laws that havs bees
referred to tbem for their consideration
whish Id dus course of time will receive
sitbsr approval or disapproval.
Ths tobacco stores of Nes Peres, Idaho
ars up against a boycott that for the
present is sfsetlvs.,. Tba girls sixteen
yaareef age and over have. -organized a
arusads against tobacco ehswing and have
entered into a'compaot not' to kiss or be
kisssd by any young man who will no
first talcs an oath that bs will never again
use the weed in that form. The boycott
has bssn rsfered to ths district attorney.
Ssnatof Beveridge of Indiana says that
child labor is a national evil and should bs
stopped by a federal law. Hs is correct
Hsrstofbra ths question of child labor has
bssn left entirely to ths ssvsral states,
and (naturally" commercialism antaraT
largsly into its consideration. To illus
trate, suppose Oregon desired to place ths
sgs limit whereby childrsn under ssvsn-
tsen years of sgs could not bs smploysd.
whUs ths state of Washington had no
such Isw. 'Washinoton
would havs sn advantage' over ths Ors-
gon manufacturer. A national law would
place a 1 states on the asms footing and
all interests would bs equally protected.

Befors ths ysar 190? fades away the
combined payrolla of only four industries
located in this city and within three miles
from here will aggregate more than three
quarters of a million dollars. Thsrs is
not anothsr city in the state that makes a
similar snowing. The other industries
win easily raise tnu to the one million
dollar mark. La Grande has a future.
