Batty Rosa house in Philadelphia, where
the first American flag was made. The
Pittsburg chapter of the Daughters of the

Bakersfield, Cal.. Dec. 21. Hicks Is
stl'i imprisoned in the mine this morning
and may not be reached today. The res
cuers art encountering much difficulty in
tunneling under the car.
REPORT OF MINE OFFICIALS
Los Angeles, Dec. 21. The officials of
the Edison Company, in whose tunnel
Hicks is entombed, stated at 1 0 o'clock
this morning that the man could not be
rescued before noon. It was expected
lata last night that he would be reached
by ? o'clock this rooming. Workmen are
now cutting the rails from beneath the
car under which Hicks is imprisoned.
' EXCITEMENT IS INTENSE
Bakersfield, 1 1 a, m. Still there has
been no resoue of Hicks and the wonder
of bis remarkable vitality and will power
grows. There waa a report this morning
th'.t the miner nad been rescued but at 1 1
o'clock the rescuing party are still hard at
work. Tne reports from the mountain are
conflicting. One is that ha will be reached
within the next hour, and others are more
or less indefinite.
" HICKS. IS CONFIDENT
Hicks himself is confident of an early
release. The failure to complete the res
cue is keenly felt ir. this city. On the
streets, in the homes and at the business
houses, everything is 'laid aside for the
discussion of the work on the mountain.
Great preparations were made last
night for celebrating the event of his res
cue. Upon receipt of he news, whistles
were to blow and cannons were to be
fired. Enthusiastic men slept beside the
s :und producing instruments. The Ne ws-
paper o tlce is swamped with inquiries,
which are pouring into the city.

The last session of the Oregon Good
Roads Association was taken up ' with
business. At the annual election ui
officers, the former slate was re-elected.
County Judge Judge J. C. Henry, as
county judge for Union county, is now one
of tha vice presidents of the organization.
Besides the election of officers, the con
vention agreed to pass a resolution, ask
ing tha president to appoint a committee
to wait on the coming session of tha state

Another landslide, similar to tha one
which delayed traffic on the 0 R & N for
many hours last August, occured last
night at North Fork. When passenger
No. 2 reached that point last evening a
considerable slide had already covered
the track but a few hours sufficed to re
mova tha obstruction. Following the
paseenger but a few hours, came a freight
and no sooner had the last car of that
train passed tha cut near North Fork that
a monster slid came tumbling into the
cut. For a distance of two hundred feet
there Is dirt and rocks piled to a height of
five feet. Wst bound number 5 was
lata and when it reached Meacham the
accident han already happened. . All night
and today that train has waited patiently
on tha east end of the slide, while this
morning's east bound No. 6 has waited
on tha west end '
Passenger No 1 was held in La Q rand a
nearly two hours this morning and at the
end of that time went to, North Fork
where passengers and mail were trans
fered, returning to LaQrande as No. six.

ROAD TAX
"Road tax should be a lien against the
property of the man who owes it just aa
anyrther tax", declared County Com
missioner W. F, Cropp last evening as ha
left for La Grande, to attend tha Good
fcoads convention. "This is a hobby of
mine, and I hope to see it introduced in
tha good roads bill to tha next legislature.
Tha proposition is this. Under tha
present system a great portion of tha
road tax is uncollected. If road tax was
made a lein against the property of tha
man who owed it ha would be forced to
pay up, and the . expense of tha roads
would be born proportionately among all
men. . .

scheme yet but I want it arranged that
the road tax will appear upon tha county
books like any other tax. Then when tha
man pays his road tax he will get a
receipt from the supervisor showing that
he has done so. In this wav thm enimtv
will have a check on all road taxes paid.
"After the man has the receipt he can
take it to sheriff's office when he pays his
taxes and present it there, getting . credit
on the receipt or he can if he desires pay
the money to the tax collector who in
turn will refund it to the road district.
"As it is we have no way of forcing
men to bear this tax. and we have no
check upon the payment of tha sum to
the commissioners. With a proper-bill
the county roads ould profit greatly by
some method to enforce this collection.
"I expect when at La Grande to urge
this matter and hope to get it included in
the draft bill to be presented to the leg-:
