No harm will come to any Amer ican industry; and while there will be some small but real material benefit to the Philipinos, the main benefit will come by the showing made as to our purpose to do all in our power for their welfare. This nation owes no more imperative duty to itself and mankind than the duty of managing the affair of all the islands under the American flag the Philippines, Porto Rico, and Hawaii so as to make it evident that it is in every way to tneir advantage that the flag should fly over them, MARRIAGE AND DIVORCE I arfT well aware of how difficult it is to pass a constitutional amendment. Never- b.ict.i rr.y whole ques tion of marriage and divorce should be relegated to the authority of the National Congrees. At present the wide differ ences in the laws of the different states on this subject result in scandals and abuses; and surely there is nothirg so vi tally essential to the welfare of the naV tion, nothing around which the nation should so bend itself to throw every safe guard, as the home life of the average citizen. The change would be good from every standpoint. IRRIGATION AND FOREST PRESER VATION , Mjch is now being done for the States of the RoCKv Mountains and Great Plains thru the development of the national policy of 'rrigation and forest preserva tion; no Government policy for the better ment of our internal conditions has been more fruitful of good than this. The forests of the White Mountains and South ern Appalachian regions should also be preserved; and they cannot be unless the people of the States - in which they lie, thru their representatives in the Congress secure vigorous action by the National Government.. AMERICAN SHIPPING Let me on:e again call attention of the Congress to two subjects concerning which I have frequently before communicated with them. One is the question of dev eloping American Shipping. I trust that a law embodying in substance the views, or eiajor part of the views, exprest in the report on this subject laid before the House at its last session will be past. I am well aware that in former years ob jectionable measures have been proposed in reference to the encouragement of American shipping; but it seems to me the proposed measure is as nearly unobjec tionable as any (an be. REGARDING CUBA The United States wishes nothing of Cuba except that it shall prosper morally and materially, and wishes nothing of the Cubans save that they shall be able to Dreserve order among themselves and therefore to preserve their maepender.ee. If the elections become a farce, and if the insurrectionary habit becomes confirmed n the Island, it is absolutely out of the question that the Island should continue independent; and the United States, which has assumed the sponsorship before the civilized world for Cuba's career as a na tion, would again have to intervene and to see that the government was managed n such orderly fashion as to secure the safety of life and property." PANAMA CANAL LATER I have just returned from a trip to Panama and shall report to you at length later on the whole subject of the Panama Canal. CJRRENCY REFORM The national bank act has ably served a great purpose in aiding the enormous ousiness development of the country; and within ten years there has been an in- rease in circulation per capita from 521.41 to $55.08. For several years evidence has been accumulating that ad ditional legislation is needed. The recur rence of each crop season emphasizes the dufecta of the present laws. There must soon be a revision of them, besause to leave them as they are means to incur lability of business disaster. Since your body adjourned there has been a flueua- tion in the interest on all money from 2 per cent, to 30 per cent; and the flucua tion was even greater during the pre- ceeding six months. ARMY AND NAVY The United States Navy is the surest guarantor of peace which this country possesses. It is earnestly to be wisht that we would profit by the teachings of history in this matter. A strong and wise people will etudy its own failures no less than its triumphs, for there is wisdom to be learned from the study of both, of the mistakes as well as of the success. I do not ask that we continue to increase our Navy.
