The counsil, in ipeeial session last night, went over the major portion of the new charter, and expects to complete it next Wednesday night. There will be very little opposition to the charter as a whole The point that will doubtless bring forth the most discussion will be the appointing of the marshal, and recorder, in addi tion to the offices of street superintendent, water superintendent and city attorney, a at present. The council last night changed the original text which removes one of the objections, which pcevents any appointee of the mayor assumming the duties of the office to which he has been appointed, until such appointment has been ratified hy the majority of the eouncil.
