Some time ago we gave you reasons
why a new charter would be a good thing
for the city of La Grande, and suggested
that when we voted on the bonde to pay
for the pipe line from Beaver creek, the
people could vote on the question of adopt
ing a new charter.
We have the charter ready to be
passed upon by the council on Monday
evening the 3 of December next. An
outline of what the new charter should
contain was published in the paper but
the copy to be presented for your consid
eration is better than at first proposed.
The plan and purposes of the charter
are about as follows:

6th Of the Mayor, his power and
duties.
7th Of the duties of Recorder and
Treasurer.
8th Of assessments and collection of
taxes.
9th Of miscelaneous provisions.
In all there are ninety sections with a
subhead line for each section. Seotion
36 has 46 subdivisions, each with a sub
head stating the subjects treated upon.
The division of powers are such that
each department is a check upon the
others to prevent the use of arbitrary
authority and yet each has ample power
to exercise its proper functions.
Now that the people cf this state, thru
the imtif tive and referendum, can enact
laws or prevent their passage, and that
the people in towns and cities have the
exclusive right to make and amend their
own charters, it is claimed that the mayor
as ch ef executive will have too much
power under this proposed charter. It
is true he has the power to appoint and
remove ail officers of the city subject to
the confirmation or review by a majority
vote of the council. Without this power
he is more of a figure head than a chief
executive.
You have seen in the past when a
mayor was elected upon a certain plat
form or policy he has been un
able to carry out the plain wishes
of the people because the officers under
him, were independent of the mayor's
authority.
We have seen in private affairs and the
business of corporations that the best
management is where the manager directs
all the details, and where the subordinate
officers and employees are directed by
the man in charge of the work or busi
ness.
No army could ever be made efficient
or have any discipline if the authority to
command was not centered in a com
manding office. In the purest kind of a
democracy there must be a centralization
of authority in one person sufficient to
make the execution of the law possible
Tnen you know who to hold accountable
and he is then in a position to carry out
the policy for which he was elected.
In the great government of these United
States of America we only elect in the
executive department the president and
vice-president while in the judicial de
partment we elect none. .
Of all the vast number of officers and
men in the service of Uncle Sam only
two are elected by the people and yet we
claim that our institutions and our fed
eral government is the best on earth.
Talk about conferring power on one man.
If the federal system i good on a Urge
scale the same principles of government
applied to a city will produce good results
from an administrative stand point
The powers of the council under this
charter are divided into six departments.
1st. Ways and means.
2nd Fire and police.
Sd. Health! sewer and water,
4th. Streets and alleys.
6th. Finance.
6th. Judiciary.
These are made to conform to the or
dinances and rules that have been adopt
ed under the old charter,
Ways and means has to do with raising
revenue from taxation, licenses, bonding
and the manner of making assessments,
The second, third and fourth are the ad
ministrate departments that handle the
men and spend the money provided by
the paper.
The fifth or Finance, audits the accounts
and recommends the bills be paid that
are contracted by the three administra
tive departments.
The sixth, or Judiciary department, keeps
a check on all the others from a legal
oint of view.
There are, strictly speaking, only four
departments in a city government, The
Ways and Means and Department of Fn
ance are one and the same. Health with
Police and Fire should form the second,
Sewer and Water the th rd, and Streets
and Public Property the fourth. Judiciary
is unnecessary, as the Department of jus
tice comes under the Jurisdiction of the
city attorney and the courts.

chosen for their peculiar fitness to man
age each one of these four departments
has been proven, by the people of Texas.
to be the best form of city government
yet devised. It reduces the elective
officers to five, one as chief executive or
mayor, and one over each depa'tment.
They are each held personally responsi
ble for the manner in which they manage
the city's affairs in each department.
This system would please me for La
Grande, but it may not be pra. tical at
this time, therefore we have made for
you a charter under the old system that
ought to meet with your approval, and it
can easily be changed to the "Texas plan'
should you so desire. We think the rights
of the people and the city are protected
The last chapter is made up of defiri
tions. restrictions, limitation and prohibi
tions so that your councils in tho future
cannot go very far wrong and your in
debtedness, rights and franchises will a!
ways be under your control.
It is a fcood charter and it shou'd be
adopted with very little opposition, and I
believe that, in its practical application to
the affairs of tne city of La Grarde
will coitib as near giving satisfaction as
any charter can under this system of run
ning a city government.
