be easy now, they would be saying
among themselves: "This Inland Empire
petition for lower freight rates is a mat
ter between the railroads and the Inland
Empire; if the Inland Empire is granted
lower rates, the reduction can not hurt
us; on the contrary it ought to benefit
us, since it will be the means of building
up our back country, and our natural ad
vantage of water competition will take
care of our jobbing interests."
If the Coast cities have a natural ad
vantage in water competition, well and
good; that is their good fortune, but
they have no right to wage war on the
Inland Empire when Inland Empire in
terests demand justice at the hands of
the interstate commerce commission.

Inland Empire support has long been
given with vigor and enthusiasm to con
gressional appropriations to deepen the
cha inel across the Columbia river bar
and to make deeper water in the river
from Portland to the sea. The people of
the Inland Empire not only have approved,
but have urged the congressional delega'
tion from Idaho and senators and repre
presentatives from eastern Washington
and eastsrn Oregon to stand as a unit
with Portland and western Oregon for
that improvement.
The Inland Empire was animated by a
broad desire to build up the whole Pacific
Northwest. It knew that these great
government appropriations on the lower
Columbia river and its bar would bring
lower freight rates to Portland, but its
people believed that they had no moral
right to interrere w.th the general im
provement of the northwest in order to
derive local benefits.
In the same way the whole Inland
Empire has approved the support given
by the Idaho congressional delegation
and senators and representatives living
upon this side of the mountains to ap
propriations aggregating many mili.unsof '
dollars to better the harocrs on Puet
sound and for the erection of .ightnouses
and other improvements all iesgnedto
give the Puget sound cities still lower 1
freight rates by sea. I
What a contrast is now p'esented in j
the narrow, selfish, shcrts ghtcd fight j
which the Coast cities aie Taking upon '
the Inland Empire's effort tj redjee i
freight rates from the east ir.to the coun
try lying east of the Cascade mount
ains.
The hostile attitude of the Coast cities
s not only narrow and e.fish. but it
belies their contention that water compe
titioa gives them a natural advantage
which no human agency can tae away.
If that contention is sound. trey should
have no fear of the In.and Empire's just
efforts to reduce the present exhorbitant
transcontinental freight rates into this
great interior basin.
The truth is the se f.sh joooirg inter
ests of Seattle and Portland nr.ow that
the cry of water compel. t on is ch.efiy. if
not wholly, fiction; fierce tnt.r selfish,
ungrateful fight on the lr.r.i Empire.
They want the imag.r.ary advantages of
water competition fort. f ed by the unfair
and real advantage cf transcontinental
freght rates far below the trarscontin-
Colfax. Wash., is suffering from both
coal and wood famine, and nearly all the
stocks of kerosene and gasoline are ex
hausted as well.
