It is stated that Senator Tillman has

Carolina estate. And he turns his pitch
fork into a pruning hook when he goes
out to cultivate them.
SLOW PASSING OF DEATH PENALTY
The death penalty is gradually being
eliminated from the criminal codes of the
various states. It is a slow process, but
continued agitation and the trend of pub
lic opinion are making steady progress
toward some other form of punishment
for crime. Capita! punishment is con
tinued in 40 of the 45 states. One of
the reasons why many influential people
oppose the abolishment of the death pen
alty is that the crime of murder is in
creasing in many states. It is a lament
able fact tnat a large percentage of the
murderers go unpunished, partly because
criminals escape capture, partly because
juries shrink from condemning men to
death. Many argue that the fear of the
death penalty is a stronger deterrent
from crime than life imprisonment. In
answer to this it may be said that crime
has increased in the states that have
abolished capitital punishment. The states
where crime has increased are thickly
populated, and are the places where
is naturely to be expected. Chicago has
more prisoners awaiting trial for murder
than any other large city in the world,
with the excoption of St Petersburg and
Rome. A few weeks ago, according to
the jailer of the county jail at Chicago,
the number of prisoners awaiting trial
for murder in the chief cities of the
world was as follows: St Petersburg
49, Rome 46, Chicago 35, Paris 26,
New York 18, Berlin 8. There were
none in Dublin. London or Vienna.
