F. J. Rubly, 0. E. Hallam, C. C. Peters
and John J. Fitzgerald applied today to
Governor Pennypacker for charter for
the Pittsburg Tube Transmission Com
pany. Prominent business men of Chi
cago and Pittsburg are said to be behind
che promoters of the plan. They propose
to construct and operate a pnuematic
tube transmission line connecting frieght
uepois, aoparcmeni stores, newspaper
offices and similar shipping headquarters.
The so-called pnuematic relay tube sys
tem will be used. The Inventors and
manufacturers are said to be ready to
give a penal bond to guarantee the absd
lute practicability, utility and econeir.y of
this method. It is claimed that this sys
tem is much cheaper than others, and
therefore its snccess here is believed to
be certain.
While the branches proposed will uiu
mately touch all the important local freight
distributing points, the first tube will con
nect the. East end and the down-town
sections. The tube proposed is to be 66
inches in diameter, giving it a large carry
ing capacity.
TO BUILD PUGET SOUND NAVAL DOCK

Washington, D. C, Aug. 23 The
Bureau of Yards and Docks is completing
the plans for the only dry dock authorized
by Congress at the late session, that is in
tended for the navy yard at Puget Sound,
The borings for the structute are now
being made at the Bremerton Establish
ment, the location of the dock being near
the present dock.
' The plans, which have not yet been
approved, as to general dimensions, will
be among the largest in the world. The
length of the dock will be 760 feet, aud
the depth 57 feet Much interest attaches
to the dock on account of the demands
likely to be made upon the structure and
the yard shops by returning vessels of
the Pacific and Asiatic stations. The
friends of the Mare Navy Yard are fear
ful that it means the withdrawal from
that yard of much of the work which has
always gone to Vallooc. The completion
of the big dock at Bremerton will place
the navy yard there on a secure footing,
and will add greatly to the value of the
plant for naval repair work. Incidently
it will mean a great boom for Puget
Sound.
SENECA FALLS IS CELEBRATING

Seneca Falls. N. Y. Ang. 23 Today is
"Seneca Falls Day." the principal day of
the Old Home week of this village. There
will be a big parade and several thousand
visitors are already here to see the par
ade and take part in the celebration.
OREGON STATE FAIR
On account of the Oregon State Fair
which will be held in Salem, September
10-15 inclusive. The O. R. & N. will
give a rate of one and one third fare to
Portland plus $2.25, ticket carrying pas
sengers through to Salem. The above
rates will be offered under following con
ditions: Sale dates September 6, 8 and 1 3.
Limit Continuous passage in each dir
ection up to the final limit. September, 17,
Stopovers will not be allowed to pass
engers in either direction.
Children of half fare age, one half of
above rate.
Validation for return Tickets must be
executed for return by Southern Pacific
agent at Salem or at the r air grounds.

Fair association has secured a tent' 76x
130 feet, to use in connection with the
new exhibition building for the display of
fruits and vegetables.

Section I The Mayor and Recorder
of the city of La Grande are hereby auth
orized and directed to enter into a con
tract with the Grande Ronde Electric
Company, a private corporation, organized,
existing and doing business under and by
viriureoi we laws of the State of Oregon,
by furnishing the said city of La Grande
in lieu of lights now furnished said city
by said company with (50) thirty arc
lights at a cost to the city not exceeding
$8.00 per light per month. ,
, Section II That said contract shall
provide that said lights shall be of 1200
candle power and shall be In lieu of the
lights now furnished said city of La
Grande by said company.
Section III This ordinance shall be
published in one issue of the La Grande
Evinino Observer, and shall be in full
force and effect from and after the 25th
day of August 1906.
Passed by the Council of the city of La
Grande, Oregon, on the 16th day of
August 1906, by 6 councilman votina
therefor and no councilman voting against
the same.

A NEW POLICY
Harry A. Chandler, aged 18, and Miss
Sylvia B. Battezore. aged 14, were
marriedf n Pendleton at the joint request
of the parents.
' Later at the instance of the district at
torney a warrant was sworn out charging
Chandler with a statutory crime. District
attorney Phelps says the fact that the boy
has married the girl will not stop the
criminal prosecution.
