Dawes receiver of Stensland co-operative
store under a bond of one hundred and
fifty thousand.dollars. The receivership
increases the legal entanglement of the
Milwaukee Avenue bank. A receiver has
been appointed for the Automobile Supply
Company whose asserts are sixty thous
and dollars and owing the bank' a quarter
million, the Polish National Alliance has
entered a suit against the bank for fifty
thousand dollars damages. Fetzer, the
first receiver appointed for the bank
began paying twenty percent to depositors
this morning,
NEGRO EARNERS HOLD MEETING
Memphis, Tenn., Aug. 16 Under the
auspices of the Southern Negro Farmers'
Educational Bureau a large convention of
negro farmers met here this morning.
The session was opened by Superintend
ent Stanley P. Mitchell, who will be one
of the principal speakers at the meetings.
The principal object of the bureau is to
educate the negro on the importance of
the farmer to the Government the reten
tion of his faim lands and the importance
of doing everything possible to prevent
the negro farmers from being supplanted
by white farmers. Another point is to
teach the negroes to be more provident
raise more of the necessaries pf life and
buy less on credit.

annual regretta of the Lake George Reg
retta Association will be held here this
afternoon and promises to be unusally
interesting, The feature of the regretta

ican congress today adopted a resolution
providing for the division of customs and
duties. , The Chili delegates today sub
mitted a plan to make uniform statis'ics
and report the regulations uniformly from
all countries. The Gra Drago committee
meets this afternoon end it is understood
that a serious disagreement may develop.
Central America, Uraguay and Colum
bia want the Drago eliminated from the
program while Brazil, United States and
Mexico want it referred to the Hague
conference without comment. Argentine
is undecided.
ESTHER MITCHELL IMPROVING
Seattle, Wash., Aug. 16. It is the
opinion of Dr. bnyder, the jail physician,
that Esther Mitchell will recover within a
short time unless complications arise. The
diagnosis indicated typhoid fever, but it is
now believed the ailment Is less Wrious.

from the cool and shady heights, at their
disposal.

We, the undersigned members of your
special committee, accompanied by the
city surveyor, appointed for the purpose
of examining the quantity and quality of
the water of Beaver Creek, with a view
of obtaining an adequate water supply for
the city of La Grande, beg to report as
follows:
We examined and measured the flow of
water in Beaver Creek, at a point about
ten miles above the mouth of the stream
and found the water perfectly cleat and
as cold as th water of any of th streams
coming from the higher mountains. The
water is first class in every respect and
is entirely'free from any taste of vegeta
tion or other organic matter. W meas
ured the water flow at the place most
convenient for obtaining material for
constructing temporary dams in the
stream, and found that there was 1,842,
431.89 gallons of water flowing in the
stream during twenty four hours. This
i th actual measurment of the water as
measured on the surfece of the gravel in
the creek bed, without taking any account
of water seeping through the gravel. It is
our opinion, that if the water could have
been measured on bedrock, there is as
much as two and one half million gallons
now flowing in the stream during twenty
four hours. And . from observation and
information obtained, the water is as low
in the mountain stream now as it is at any
time during the dryest seasons.
We run a level from the lowest point on
the ridge on the east side of Beaver creek
and found that it would require a pipe line
about two and one half miles in length to
get the water out of Beaver Creek Canyon.
This pipe line would be nearly in a direct
line from th head of the pipe line to La
Grande,
It is our opinion, that there is sufficient
water in Beaver Creek at the point where
w mad th examination, to esupply all
the requirement of th city of La Orande
with pure, cold water of (hi very best
quality.
The distance to La Grande from th
point of th diversion of the water from
Beaver Creek in a direct line is about
thirteen miles and on half.
The basin or Watershed of Beaver Crtek
above th point of diversion is covered
with a heavy growth of timber, principally
black pine, and is all vacant government
land excepting one quarter section, and
the whole ot the water shed is embraced
in the Blue Mountain Forest Reserve, and
by proper Application to the Secretary of
Agriculture, no doubt the city could have
it set aside as a permanent water supply
for the city of La Grande.' The stream
heads in the high mountains on a nothern
slope of the range, known as the Poca
hantas or Powder River Peaks and. for
that reason the water is excepionally cold
and pure.
We therefore recommend, that proper
action be immediately taken, to secure a
water supp.y for the city from Beaver
Cre-ik, and that the Council emplcy and
construct the city engineer ' to survey the
pipe line from Beaver Creek,
beginning at or near the point on
the stream referred. to this in report, to the
city of La Grande, and to furnish plans
aud specifications, together with estimates
of cost of construction of such, a pipe
tine and to report the same to the City
Council at the earliest possible date.
