If this program is carried out the battle ship will be undergoing her trials in less than one year since the first keel plates were laid. The authorities at Portsmouth have carried out the orders of the Admir alty and have absolutely refused to per mit anyone, naval officers or civilian, to go on board the ship without special per mit. The remarkable result obtained by the British government in the building of this battleship, the largest afloat, in such a ?TWt space of time speaks well for gov ernment construction.
