The subpoenas are piling Up against
John D. Rockefeller, but the process
servers will have to wait until ha returns

the example of William Waldorf Astor and

At the coming election Nebraska will
vote on a constitutional amendment that
provides for the creation of an elective
state railway commission. The time is
not far distant when such a commission
will be demandsd in nearby states.
The merit system of promotion for
teachers in the public schools has been
adjusted by the school board of St. Joseph,
Mo. By a system of examinations and
graoirg, the classification of the salaries
of teachers will be advanced whenever
their records justify such advancement.
In Oregon, as in every other stat. with
which we are familiar, the teachers in
the public schools are underpaid. Any
measure which looks to better financial
rewards for honest, capable effort should
receive encouragement. The teaching of
children is too important a task to war
rant the risk of having inadequate re
muneration. Tne good teachers should
be encouraged, and the way to do that is
to make the future brighter for them, so
that they may remain in the work and
know that the salaries will be increased
as their services merit such increase.

The city council last evening arranged
to convert a part of the city building into
city jail. This is move in the right
direction, and one that should have been
made many moons ago. But the good
move stopped just a little short, just one
step short as a matter of fact The ad
ditional tep should take the cells out ef
the building as it now stands. -' While it is
true that at the time the present building
was constructed, space was left in which
to place the cells', but the growth' of the
city and the increased amount of business
which is now transacted in tr.e city build
ing makes it ; necessary to utilize this
space originally intended for the cells. It
seems that it would be proper to con
struct a small room in the rear of the fire
building in which the jail proper could be
placed. - There are many reasons for this.
The first and In itself a sufficient reason
that the room provided for the cells under
the present arrangment is entirely too
close to the Recorders office. It is a well
known fact that the occupants of the city
jails are often of the drur.k and disorderly
