To the Council of the City of La Grande:
I herewith return Ordinance No. 327'
series 1 906 with my disapproval.
An ordinance to amend the existing
laws licensing and regulating the sale of
liquor should produce at least two desir
able results; it should be a msans ot in
creasing the revenue and of making an
improvement in the morals of the com
munity. The conditions imposed should be rea
sonable and legal according to the laws
and Constitution of the State of Oregon.
The "square deal for every man" thit
we have heard so much about, should
guide your actions in shaping and enact
in j laws on any sjbjjst that ma effac t
any class of people. Ulterior motives in
v ting for a measure should never oe the
basis f ir your decisio is. Measures shou d
enacted on their merits, according to hon
est conviction, sound judgement and for
the best welfare of the whole people, and
not in the interest of any particular class
or faction.
My main objections to this ordinance
are about as follows: I do not believe
that, in its present shape, it will increase
the revenue, improve the morals or reduce
any evils that present laws cannot reach;
that it wi l create a monopoly; that it
will discriminate in favor pf tne man with
the most money regardless of the char
acter of the man; that it w'U decrease pop
ulation and cause mtny houses to become
vacant; that it is in violation of at least
two sections of tha Constitution of the
State of Oregon; that it Imposes penalties
that are unreasonab'e; that it will not
effect .the reforms its promoters antici
pate; that it imposes duties upon the
saloon-keeper thai, he is not capable of
performing, in that it makes him a court
to decide all cases in advance; makes him
n fact the custodian of the community's
morals; that the passage of this ordinance
was not done in entire good faith: and
that if I should approve such drastic leg
islation, I would be violating my solemn
pledge that I made to the people of the
City of La Grande prior and subsequent
to my election.
I said before election; "If elected, I will
diligently fulfill the duties of the office to
the best of my ability" and after election
1 stated: "I now feel justified in making
you a pledge that I will not betray that
sacred trust."
As stated in my message to the Coun
cil, I am not opposed to increase of
license but 1 am opposed to creating a
monopoly. I stated I wouid favor in
crease of license if it would increase the
revenue, improve conditions and not dis
criminate in favor of one class as against
another.
In the first section of this ordinance
the license fee is One Thousand Dollars
(1000) for one year and Six Hundred
Dollars ($600) for six months. Tne in
terest on the Four Hundred Dollars paid
for the second six mor.ths by the man
who pays the one thousand dollars in
advance, will amount to Sixteen dollars,
giving the man who has the most ready
money the advantage of the man with
small means in the sum of One Hundred
Eighty-four dollars for a yearly license.
"A square deal" is a good thing, in my
opinion, even in dealing with saloon-keepers.
Instead of this measure increasing the
revenue for the City it will have a tend
ency to increase it for the reason that
the fees being so high and the strictures
pains and penalties being so severe, possi
bly not over three or four saloon men
could continue in business.
As far as improving the morals is con
cerned anybody should know that the
gi.ded palace conduces more to the
doing of our best men and boys than
un
the iow, cheap groggery.
The laws we have now cover all the
ground necessary for the .suppression of
lawlessness and crime. There is no
question about this proposed legislation
creating a monopoly, even its most ardent
supporters admit that and if for no other
reason than this. 1 would exercise the
power vested in me to voto it.
Should this bill pass, it will not only
make vacant many business buildings, but
the residence section will become slightly
depopulated by the people moving away
for want of employment Than the con
tractors and house bui ders will be out uf
a job because people do not want to build
houses where tenants are scarce. The
thing grows on itself as the house-build
ers will be out of work, which will mean
more vacant houses. Many towns have
been killed before and like causes will
produce like results.
Everything in Nature tends to equalize
itself and things will adjust themselves to
new conditions, but it dot' not appear j
wise to me at this lime to engage in any
experiments.
