THE WEST

Washington, June 20 The fact that
the war department contemplates the
the early establishment of a great mili
tary post in the far west capable of ac
comodating 5000 men or more, may work
a great detriment to Boise Barracks.
This post, with others m the department
of the Columbia, it Is believed, will be
abandoned altogether in the event that
Secretary Taft and President Roosevelt
carry out the present plan of establish
ing a few great military camps through
out the country. An effort will be made
by the Idaho delegation in congress to
make Boise the site of one of these posts.
Taft has promised to iook into the situ
ation thoroughly before making a selec
tion. It is thought here, however, that
Vancover, Wash., will be selected. ' The
great posts will give the officers oppor
tunities of handling large bodies of troops
at all times.
SOUTHERN COTTON

Monte Ne, Ark., June SO. One of the
most important meetings of interest to
the cotton industry of the South, which
was ever held in this part of the country
is the convention of cotton men which
opens here today. More than two thousand
delegates, representing every district of
the twelve cotton producing states of the
South are in attendance, including sever
al governors, mayors of cities, brokers,
cotton planters, bankers, merchants and
cotton manufacturer. Every governor of
twelve cotton states sent ten delegates to
represent his state, while the mayor of
nearly every Southern city in the cotton
belt appointed one delegate.
Julius Lesser, the president of the cot
ton exchange of St Louie is here with a
large delegation. He also brought a bale
of cotton which was produced by slave
labor near West Point Miss., in 1862,
The bale is on exhibition here and is at
tracting considerable interest

Sixth Street in La Grande, Oregon be

Washisgton Avenue and I etreet; Dial an
ordinance will be introduced at the next
meeting of the city council, requiring the
improvement of said street between said
points, by having all neccessary cuts, fills
and grades made and graveled and the
cost of same will be assesses against ;he
abutting property owners, unless a re
monstrance is filed with the coun:il be
fore the next regular meeting.
