The campaign Is practically made
The great majority of the voters have
decidod just how they will vote.
If Mr. Holmes does not favor county
division why don't he state what he does
favor, and if he don't favor division what
excuse has he for coming out as an inde
pendent? There must be a nigger in the
fence somewhere.
It is proposed to give the people of a
certain district or city the right to demand
the initiative and referendum upon local
questions of the laws and ordinances. If
these things are good for general state
laws, Uiey should be good for home
questions, where all are under like con
ditions.
Of the amendent to give the people of
a town or city the right to enact and
amend their own charters, it would seem
that everything is in its favor. As to the
danger of adoption of bunglesome and
contradictory charters, mum's the word

created, are fully as good judges of what

most vital issue is the question of county
division. La Grande with her 1082
votes, holds the key to the situation and
the voters outside expect La Grande to
be loyal to themselves and to the county.
It will prove to be a good investment
for La Grande to give Mr. Haworth those
1082 La Grande votes. For so many
years it his "been impossible for La
Grande to all pull together that the people
outside have reached th. conclusion that
we can always be depended upon to split
op. When Union once realizes that La
Grande can vote just as solid as they can.
we will hear less and less of county divi
sion. , . ....
In accordance with the agreement made
by the Japanese government two impor
tant Manchurian porta, An-tung-Hsien
and Ta-tung-Kao ware opened today to
foreign citizens and foreign vessels. This
may be considered the official beginning
of the "Open Door" policy inaugurated
under Japanese regime. Although the
conditions in Manchuria, which had been
greatlj upset by the war, are by no means
settled, an effort will be made to open up
the country to foreigners as rapidly its
can be done without endangering the
safety of military , operations and with as
little risk as possible to foreigners. The
withdrawal of troops from the war zone
has been considerably 'slower than antici
pated and that, fact has delayed the work
of restoring normal conditions in Man
churia, t wijl be some time before the
government will be able to give foreigners
penetrating into the interior of Manchuria
sufficient protection. Moukden will pro
bably not be opened until July 1st For
eign consuls have been permitted to per
ceed to their post In MouWen 'beginning
with today, but it will require fully one
month to straighten matters in that city
so as to make it safe for travelers from
foreign countries to go there in pursuit of
business. ......
