Union County Republicans are gci g to
sie to it that the Republican ticket.' both
sate and county, is - elected from tip to
bottom. , '
The teet thinning time has arrived, and
this morning hundreds of laborers went
to the beet fields." The sugar beet indus
try is the means of disbursing many
thousands of dollars In this county and
um K'ueit snare .nnaiiy reasnes tms
city; ; . .
The Observer several years agopisse
th "yellow dog" system of noting, but
we ask every Republican to carefully con-
eider the qualifications of every candidate
on the ticket at the head of this column
and after doing so we do not believe
that a sing! reason can be advanced
why the ticket from th top to " the
bottom should not be supported. This
ticket was not fixed by a few would-be
dictators but the voters at th primirie
made it and they' have certainly selected
as good ticket as has ever been pre
sented to th voter for their ratification.
Now tay with it and lect it '
The harmony expressed and manifested
at th Republican Club meeting last night
means the election of the entire Republi
can ticket Th old factional fued is a
thing of the past and last night th
leaders of what once were strong oppos
ing forces were there, full of enthusiasm
and determined to assist in a Republican
victory.. N-t only is this true in Union
county but it is the same all over the state
We can in a large measure give' due
credit to the primary law for bringing
about this condition.
There i no disguising th fact but
what th county division question is up
and there is no disguising th fact that
Union is thoroughly organized. T ie way
she voted in the primaries, both Republi
can and Democratic, shows that. It only
remains for the natural forces : opposed
to division to organize and vote in a body.
It is safe to say. at least two-thirds of
th voter of th county are opposed to
division and if they vote together it is a
simple matter to defeat the proposition
so hard that- it will not be presented
again. However w must organize
thoroughly and go to work.
Oov. Chamberlain, in his speech, the
o'.her evening, made one remarkable
c aim for hi administration. He claimed
most of th oredit for the passage of the
law taxing inheritances and corporations
and he asserted that the effect of "the
enactment of these laws had been to re
duce the state tax pa d by Union county
fuity per' cent te'ow what it was in
i-revious years. jie lUn suted what the
s at tax of this county was this year
and what it was last year, and claimed
that if th proposed law taxing express
and telephone and ome other corpora
tions should be adopted the state tax
would b wiped out This is a very
remarkable point attempted by the gov
ernor. I there anything in it? Let us
see. The governor to'd his audience that
h appropriation law providing for th
payment of th expenses of the asylum
for the insan and other state institutions
cures appropriations amounting to more
than a million dollars, and that this act
hd been suspended by a petition of legal
voters asking that it be submitted to a
vo of th people at the ensuing slecti .n.
Triis tru. and it is also true that in
consequene of th holding up of this act
the state is running in debt many thou
sand dollars a month for the support of
the asylum and other state institutions,
and that for Jie past year no tax was
levied for the support of these institu
tions. It is also true that all these ex
penses will have to be paid by a state tax
and the state tax in the future will be
increased to pay these expenses. Now,
as the governor approved the act referred
to, it is presumed that the expensos pro
vided for thereby tfe necessary, and that
they will have to be paid for by a tax
levy.: Then, it is a fact, that the state
levy for the year Just past is lower than '
formerly, because no levy was made to'
pay most of the " expenses of the state
government In other words,' the ex
penses of the' asylum , and other state
institutions for ihe past year were about
$500,000, and this is wholly unpaid, and
had they made the necessary levy to pay
these expenses, the state taxes would have
been as large as 'formerly. When the
state tax is levied next year it will be
necessary to increase the tax so as to pay
the expenses of the past year, for which
the state has run in debt. The defeat of
the act referred to by , a vote of the
people will not liquidate the - state debt
The next session of the legislature will
have to prepare for the payment of these
expenses and instead of Jhe amount
appropriated by the next session being a
million, it will be twice that amount be
cause it will have to provfde for four
years' expenses instead of for only two
years. .
