oners from the city jail was put to work
on the streets under the care of an armed
gaurd. .These men were all arrested and
fined for beingdrunk and disorderly, and
n default of payment of fines, were put to
work op the streets ' From the appear
ance of things Elgin will have a gang of
this kind at work all summer. .The town
s full of strangers'occasioned by the rail
road building and most of them are hard
drinkers. The city jail is loaded .almost
every night to Its fullest capacity, and
